SPECIFIC REGULATORY BASES FOR THE GRANTING OF SOCIAL PLACES AT THE CUNIT MUNICIPAL CHILDREN'S SCHOOL FOR THE 2023-2024 SCHOOL YEAR

Official description of the call

Article 1.- OBJECT The purpose of these specific bases is the granting of free social places in the municipal nursery school to children from families with serious social and economic problems, and always within a social intervention plan, understanding as a Social Intervention Plan all those actions and/or activities carried out, jointly with the user, whose purpose is to achieve objectives that help them solve their social problems. In accordance with what is established in the Service Regulations and Internal Regime of Cunit Nursery Schools, in its article 20, it is determined to have 4 social places for the 2023/2024 academic year. Article 2.- LEGAL REGIME OF THE GRANT The granting of these subsidies is governed by what the bases for the granting of subsidies provide, by the General Ordinance of Municipal Subsidies, Law 38/2003, of November 17, General of Subsidies and Royal Decree 887/2006, of July 21, by which the Regulations of the Law are approved 38/2003, of November 17, General Subsidies and Law 19/2014, of December 29, on Transparency, Access to Public Information and Good Governance. Article 3.- REQUIREMENTS OF BENEFICIARIES To access this subsidy, beneficiaries will have to meet the following requirements: a) Be registered in the municipality of Cunit. b) Meet the economic income criteria specified in article 4 of these bases. c) The request must be part of an intervention plan through which the aid can avoid a setback in the objectives achieved or a serious loss in the quality of life of the members of the family nucleus. The social square is conceived, therefore, as another tool to achieve the set objectives, not as an objective in itself. d) Participate in a work plan established with the municipality's EBAS Article 4.- AWARDING CRITERIA The criteria that will be taken into account to evaluate the applications will be the following: a) Economic criteria. The EBAS technical staff will assess the applications of families requesting aid, as long as they do not exceed the thresholds detailed below: The established scales will be applied based on the following formula: To determine income levels, the Income Sufficiency Indicator of Catalonia (IRSC) in force at the time of publication of the call will be used multiplied by 1.2. This multiplier places the limit above the established poverty risk threshold. When determining this level of income, fixed expenses that the person or family unit may have and that serve to cover basic needs may be taken into account (rental or mortgage expenses, expenses derived from caring for dependency situations, etc.) To establish family limits according to the composition of the various households, the following calculation formula will be used: • Family unit formed by a single adult: IRSC * 1.2 • For each extra adult in the home: +0.5 IRSC • For each extra minor in the household: +0.3 IRSC The fact of not exceeding this economic income does not determine, in any case, having the right to the specific bases regulating the granting of social places in the Municipal nursery school of Cunit. The SSB will take into account, through social and family assessment, other aspects that will determine whether the person or family unit has the right to be a beneficiary. b) Social criteria. One point will be awarded for each of the following social criteria: 1. *Single parenting 2. Extended family support 3. Health: 3.1 Decreases (+ 65%) 3.2 Other health situations that reduce the ability to care for children 3.3 Drug addictions 3.4 Mental disorders 4. Large family 5. Social problems: 5.1 Having suffered gender violence 5.2 Abuse to minors 5.3 Asocial or criminal behavior 5.4 Difficulties of social integration 5.5 Lack of personal autonomy 5.6 Difficult family and social relationships 5.7 Begging 5.8 Institutional neglect 5.9 Other social problems In the event that there is a waiting list to access the granting of social places, those cases that obtain the highest score after the application of the social criteria will have preference.
