Official description of the call
Article 1. Regulatory bases. The granting of aid is governed by the general bases for subsidies established in the General Subsidy Regulations of the Bellvei City Council, approved by Plenary Session on 10/19/2017 (BOPT No. 10 of January 15, 2018) and Law 38/2003, of November 17, General Subsidies and its Regulations, as well as by Law 19/2014 of December 29 of transparency, access to public information and good governance. Article 2. Purpose The purpose of the call is to encourage young people to have the opportunity to access, without difficulties, compulsory, non-university studies that provide them with quality training and to be able to access the job market with more guarantees of success. The lack of regulated, non-compulsory educational provision in our municipality is an obstacle for them. For this reason, it is necessary to adopt compensatory measures that facilitate access to these studies and contribute to providing quality training. In order to guarantee the aforementioned right and that all students in the municipality, regardless of their economic and social situation, can access education under identical conditions, the Bellvei City Council offers this possibility by approving these bases to finance collective public transportation expenses and/or private transportation for students who pursue regulated post-compulsory non-university studies in public centers. Article 3. Beneficiaries All those people who are pursuing non-university regulated post-compulsory studies in public centers, who travel with public passenger transport and/or their own vehicles, may benefit from this subsidy line. Article 4. Requirements of applicants Students who meet the following requirements can apply for the financial aid regulated in these Bases: a) Be registered in Bellvei b) Be enrolled in regulated post-compulsory, non-university studies in the academic year of the call. Article 5. Obligations of the Beneficiaries The obligations of the beneficiaries are those provided for in article 14 of Law 38/2003 of November 17 and the General Regulation of Subsidies of Bellvei and specifically: a) Carry out the activity that promotes the granting of the subsidy. b) Justify before the granting body, compliance with the requirements and conditions. c) Submit to the verification actions, to be carried out by the granting body as well as any other verification and financial control that may be carried out by the competent control bodies. d) Inform the granting body of obtaining other subsidies, aid, income or resources that finance the subsidized activities. e) If any of the refund causes are in progress, the amount received will have to be refunded. f) Not receiving any other aid for the same concept from other administrations or public or private entities, or in any case the subsidies received do not exceed the entire cost of the concept for which the aid is requested. g) Express declaration of complying with tax obligations before the State and obligations before Social Security or having the corresponding resolution of extension, postponement, moratorium or any other special condition of their debts. This compliance must be maintained throughout the entire procedure: at the time of submission of the application, before the granting resolution and before receiving any payment. h) The beneficiaries cannot be affected by any of the prohibitions contained in article 13 of Law 38/2003, of November 17, general on subsidies, nor be debtors for any reason of the municipal treasury. y) Keep the documents justifying the application of the funds received, including electronic documents, since they may be the subject of verification and control actions. j) Proceed with the reimbursement of the funds received in the cases provided for in article 37 of law 38/2003, of November 17, general on subsidies. k) In the event that the applicant(s) duly authorize it, only those data that are not available to the municipal administration will have to be accredited.
