* ORDER OF THE COUNSEL OF TERRITORIAL POLICY, TERRITORIAL COHESION AND * WATERS BY WHICH SUBSIDIES ARE CALLED FOR THE CITY COUNCIL * OF THE AUTONOMOUS COMMUNITY OF THE CANARY ISLANDS FOR THE DRAFTING OF THE GENERAL PLAN * OF THE MUNICIPALITY AND DEVELOPMENT PLANS. * * Considering the file processed by the Territorial Planning Directorate. * * Considering the proposed order from the Territorial Planning Directorate. * * Considering Order number 226, of July 8, 2016, of the Minister of * Territorial Policy, Sustainability and Security, published in the B.O.C. * number 139, of July 20, which establishes the * regulatory bases for the subsidies destined to the City Councils of the * Autonomous Community of the Canary Islands for the drafting of the General Plan of the * municipality, modified by Departmental Order number 21, of February 7, * 2017, published in the B.O.C. number 32, of February 15, 2017, and * by Order of January 21, 2024, published in the B.O.C. number 24, of February 2 *, establishes in its article 2 that the procedure for the * granting of the subsidies provided for in these bases will be that of * competitive competition, and that its granting will be conditional on the * corresponding authorization of the expenditure and the credit established for * this purpose in the General Budget Law of the Autonomous Community of the * Canary Islands for the budgetary year in which it is carried out, with the * limit of its budgetary availability. * * In its virtue, in accordance with the provisions of article 23 of Law * 38/2003, of November 17, General Subsidies and in article 14 * of Decree 36/2009, of March 31, which establishes the * general subsidy regime of the Autonomous Community of the Canary Islands. * * I HAVE: * * * First. Object * * The object of this Order is the Call for the year 2024 of * Subsidies intended for the Town Councils of the Autonomous Community of * Canary Islands for the drafting of the General Plan of the Municipality and * Development Plans in accordance with the provisions of the regulatory bases. * (Fourth base 1.). * * Second. Beneficiaries * * 1. The Town Councils of the * Autonomous Community of the Canary Islands may benefit from these subsidies that certify that, by the * competent body, it has been agreed to carry out the technical work of * drafting of urban planning and environmental documents necessary for the * celebration of the corresponding process of the approval procedure * of the general planning, or of a substantial or minor modification of * the same, or of partial and special plans of public initiative, in * accordance with the urban planning and environmental regulations and any other * that results from application. * * 2. Those in which * any of the circumstances established in article 13 of * 38/2003, of November 17, General Subsidies and article 4 of * Decree 36/2009, of March 31, establishing the * general subsidy regime of the Autonomous Community of the Canary Islands, will not be able to obtain the status of beneficiary. * * 3. Taking into account the purpose of the subsidies regulated in this * Order, the beneficiaries will have to subcontract the performance of the * subsidized activity in its entirety. Subcontracting will * be subject to compliance with the requirements established in article * 29 of 38/2003, of November 17, General Subsidies, and to the * procedures and procedures provided for in the Public Sector * Contracts and development regulations. * * Third. Submission of applications. * * 1. The deadline for submitting applications will be fifteen * calendar days, which will begin to be counted from the day following the * publication of this order in the Official Gazette of the Canary Islands. * * Once the submission period has ended, if the * applications have not been received or their sending has not been announced in the manner * set out above, they will not be admitted for processing. * * Room. Documentation that must be attached to the application. * * The application must be accompanied by the following documentation: * * a) Agreement of the competent municipal body to draft the planning * requested. * * b) Report on the current general planning status, * indicating date of approval and publication, approved modifications, * development plans, reasons that make it necessary to draft the * works subject to the grant application and status of t
