Official description of the call
BDNS (identification code): In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (https://www.pap.hacienda.gob.es/bdnstrans/GE/es/convocatorias). First Object and purpose Establish the procedure for the direct granting of aid to farmers whose animals have suffered epizootic hemorrhagic disease (EHE) as of July 15, 2023. The purpose is to support cattle farms affected by epizootic hemorrhagic disease (EHE) during the year 2023 and 2024, and to compensate farmers for the economic losses caused by the presence of the disease through a farm subsidy based on the animal census to compensate for veterinary treatments and production losses, and with compensation for animals killed as a result of the disease. Second Beneficiaries. The owners of livestock farms located in the Community of Madrid, which meet the following requirements, may be beneficiaries of the aid regulated in these regulatory rules: a) They are owners of livestock farms of bovine species for the production and reproduction of milk and meat, production farms for reproduction of fighting bovine breeds, halter farms for fighting, concentration centers and cattle feedlots, in accordance with the provisions of the Royal Decree. 479/2004, of March 26, which establishes and regulates the General Registry of Livestock Operations. b) Be up to date with their tax and Social Security obligations and not have debts in the executive payment period with the Community of Madrid. As well as comply with the rest of the requirements provided for in article 13 of Law 38/2003, of November 17, General Subsidies. Third Admissibility conditions and requirements 1. To receive the aid contained in this Governing Council Agreement, the beneficiary must: a) Have the farm registered in the General Registry of Livestock Farms (REGA) of the Community of Madrid in active status. b) Comply with the provisions of the legislation regarding animal health and identification. c) Have notified the competent authority, through their farm veterinarian or Livestock Health Defense Groups (ADGS), of the presence of the disease on their farm as of July 15, 2023. 2. In addition, to receive aid for compensation for animals killed as a result of the disease, the beneficiary must have notified the competent authority, as established by the legislation in force on identification and registration, within a maximum period of 7 days following the occurrence, either directly or through your farm veterinarian or Livestock Health Defense Groups (ADGS), the death of the animal. Fourth Amount and financing of aid. The aid will consist of direct aid for farms affected by veterinary treatment expenses and production losses, and aid for each animal that dies as a result of the disease. Said aid will be cumulative. The farm aid will be granted only once during the validity of this agreement according to the animal census of the farm. For outbreaks notified during the year 2023, the census on July 15 will be taken into account and for outbreaks notified in the year 2024, January 1, 2024. For newly created farms, the census on the date of notification of the presence of the disease will be taken into account. -From 10 to 50 animals, €800 aid -from 51 to 100 animals, €1,500 aid -from 101 to 250 animals, €2,500 aid -more than 250 animals, €6,000 aid Aid for the death of animals will be granted in accordance with the following: - animals < 24 months, €500 aid - animals from 24 months up to 120 months, €1,000 aid - animals over 120 months, €750 aid In accordance with the provisions of Commission Regulation (EU) No. 2019/316, of February 21, amending Regulation (EU) No. 1408/2013 on the application of articles 107 and 108 of the Treaty on the Functioning of the European Union to aid de minimis in the agricultural sector, or Regulation that replaces it, aid
