CALL FOR THE GRANTING OF GRANTS FOR THE RESTORATION AND REHABILITATION OF BUILDING FACADES IN THE MUNICIPALITY OF FIGUERES (fiscal year 2024-25)

Official description of the call

First. Beneficiaries Natural or legal persons who own properties that undertake restoration, rehabilitation and improvement of the conditions of the facades, who process the corresponding application in accordance with the requirements established in this call, and which have been carried out between January 1, 2024 and June 30, 2025, may obtain the status of beneficiaries of the subsidies. Applications for financial aid are made independently of the communication or request of the municipal authorizations that are required, which may have been processed previously or may be processed later. Second. Object The following may not be subject to subsidy: a) Those properties for which the Figueres City Council has in process or has resolved, in the four years prior to the publication of the call in execution of these bases, any file for violation of urban planning regulations, with the exception of files related to conservation deficiencies or related execution orders, the resolution of which is precisely contemplated in the entire proposed rehabilitation and improvement. b) The properties subject to a ruin declaration file. c) The properties that have to be expropriated. d) Properties included in unconsolidated urban land, pending transfer or completion of urbanization; those included in urban action polygons, undeveloped and properties that are out of planning. All actions and works will have to guarantee their technical and constructive coherence with the state of conservation of the building as well as their effective contribution to the improvement of the conditions of use, safety and presence of the building in the urban landscape, with the adaptation or removal of inappropriate parts or elements of the property in accordance with the applicable urban planning regulations. Third. Regulatory Bases The Bases approved by the Local Government Board in an ordinary session held on November 12, 2020 (BOP of Girona number, 229, dated November 27, 2020). Room. Amount The subsidies subject to this call are financed from budget applications 20243011522078000 “FACADES REHABILITATION AID (HACE)” and the total amount of one hundred and fifty thousand euros (€150,000.00) is allocated. In order to meet a greater number of subsidy applications, this credit may be expanded with an additional amount, of a maximum of one hundred thousand euros (€100,000.00), prior approval of the corresponding credit modification. The effectiveness of the additional amount will be conditioned on the corresponding declaration of credit availability prior to the resolution of the subsidies and the approval of the increase in the call. (Article 58.2 of Royal Decree 887/2006, of July 21, by which the Subsidies Regulation is approved) Fifth. Deadline for submission of applications Applications may be submitted within a period of 45 DAYS starting from the day following the publication of the call to the BOP (through the BDNS). Sixth. Other information Subsidies are awarded on a competitive basis, through the competition and single call system. Requirements to apply for the subsidy Have the status of beneficiary based on that established in point 1.3 of this call and that the following conditions and requirements are met: The beneficiaries must be up to date with their obligations with Social Security and the Treasury and not be in any of the circumstances provided for in art. 13 of Law 38/2003, of November 17, general on subsidies. The City Council may establish, if necessary, through a report from the municipal technical services, the necessary or essential actions for a correct and proportionate intervention. Failure to comply will result in the denial or loss of the subsidy, partial or total, and the refund of the amounts received, if necessary. The rehabilitation works must comply with the guidelines established in the report of the municipal technical services, the purpose of which will be both to determine the elements to be repaired or rehabilitated on the facades and the inappropriate elements of the facade that will have to be removed and to validate the constructive solution that is to be carried out, including the aspects
