Official description of the call

1. REGULATORY BASES The granting of subsidies for individual aid for adapted transport will be governed by what has been established in this call and by its regulatory bases; in Law 38/2003, of November 17, General Subsidies; in the General Regulations of the Subsidies Law approved by Royal Decree 886/2006, of July 21; in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations; in Royal Decree 130/2019, of March 8, which regulates the National Subsidies Database and the advertising of subsidies and other public aid; and in the remaining administrative law rules that may be applicable, and failing that, the private law rules. The regulatory bases for the granting of these subsidies are contained in the "Regulatory bases for the granting of Individual Transport Aid for people with disabilities and elderly people who are outside the adapted transport routes organized by the Regional Council of La Selva", approved on September 27, 2022, and after the public exhibition period has elapsed, published in the Official Gazette of the Province no. 1, dated January 2, 2023. The procedure for granting these subsidies will be on a competitive basis, by comparing the applications submitted, in order to establish a priority among them in accordance with the evaluation criteria established in this call, awarding, with the limit set in the following point, those that have obtained the highest evaluation in application of the aforementioned criteria. 2. BUDGET CREDITS The budget credits to which the subsidy is allocated are the following budget item no. 33.2318.48000 from the 2025 expenditure budget, with the maximum total amount of the subsidies called being €7,950 (seven thousand nine hundred and fifty euros). 3. OBJECT, CONDITIONS AND PURPOSE OF THE GRANT OF THE SUBSIDY The purpose of the subsidy is to guarantee and promote the integration into the environment of people who cannot be served by the Adapted Transport routes of the Consell Comarcal de la Selva so that they can access specialized care services for people with disabilities and/or elderly people with a dependency situation with mobility problems. The following activities may be subsidized: - Regular attendance at a specialized day care social service of the public social services network. - Regular attendance at CAE, STO/A, SOI for people with disabilities. - Regular attendance at Day Centers or SAIAR for older people. The following will not be subject to subsidy: - Attendance at compulsory education schools. - Assistance to health, social health or functional rehabilitation services. - Attendance at cultural, leisure and sports activities. The amount of the subsidy for each applicant will be a maximum of 1,500 euros. The granting of the aid contemplated in this call will be subject to the principles of publicity, transparency, competition, objectivity, equality and non-discrimination, as well as effectiveness in meeting objectives and efficiency in the allocation and use of public resources. 4. REQUIREMENTS TO APPLY FOR THE SUBSIDY AND THE METHOD TO ACCREDIT THEM Requirements to apply for the subsidy: - Natural person over 18 years of age registered and resident in a town in the La Selva region. - Be outside the adapted transport routes established by the Regional Council of La Selva or the routes of the assistance centers. Exceptionally, it will be considered eligible if the applicant has made an expense for this concept, in the period that he or she was on the waiting list for a place on one of the adapted transport routes of the Consell Comarcal de la Selva or of the center he or she attends and that has this resource. - Have the status of a person with a disability recognized through the certificate issued by the Institut Català d’Assistència i Serveis Socials (ICASS). In the case of older people, if they do not have this certification, they will have to prove that they have a diagnosis of dementia through a medical report. - Have the reduced mobility scale or the companion scale recognized.
