Approval of specific bases and call for subsidies, through the competitive competition procedure, to non-profit municipal entities (year 2025)

Official description of the call

1. Beneficiaries Municipal entities: Support for the basic functioning of municipal entities. A1: Socio-educational entities A2: Sports entities This program supports the integrity of the entity. 2. Purpose The object of these Bases is the regulation of the procedure to be followed for the application, processing, granting, collection and justification of the subsidies that, in the form of financial aid, are granted or established by the Quart City Council, to provide support to the associative fabric of the municipality, within the framework of the legal regime defined in Law 38/2003, of November 17, general of subsidies (LGS) and in Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of November 17, General Subsidies (RLGS). 3. Regulatory bases Regulatory bases approved by agreement of the Local Government Board in a session of 7/18/2025. 4. Amount Total amount of subsidies to be granted and budget allocation The budget allocated for the year 2025 for the granting of subsidies regulated in these Rules will be distributed according to the following budget applications: • Sports Entities: 341.48000. 10,000 euros • Sociocultural Entities: 338.48000. 10,000 euros Subsidies may not be awarded for amounts greater than the aforementioned budget allocation. 5. Deadline for submitting applications The deadline for submitting applications will be until 9/30/2025. Subsidy applications, together with the documentation required in article 7, will have to be submitted electronically through the electronic registry of the Quart City Council as defined in article 16 of Law 39/2015, of October 1, on the common administrative procedure of Public Administrations or ETRAM. The standard application model and its annexes can be found on the following website: http://www.quart.cat/ The presentation of the subsidy application presupposes knowledge and acceptance of the rules that regulate it. 6. Documentation to be provided Each entity will submit a single application and must be submitted using the subsidy application form for entities and the documentation models to be attached, which can be found on the municipal website www.quart.cat. The application must be signed by the legal representative of the entity or association and must attach the following documentation: - Subsidy application form and standardized documents (application, report and budget) - Responsible declaration that the applicants for the subsidy are up to date with their tax and social security obligations and are not subject to a prohibition on receiving subsidy as provided for in article 13 of Law 38/2003, of November 17, general on subsidies. - Bank transfer request for payment from the Quart City Council. If this is the first time you are applying for the subsidy, it will be necessary to present the creditor registration form, with the approval of the bank and NIF card. It will also be necessary to present this form if there have been changes to the account in which the transfers were sold. - Report of the activities for which the subsidy is requested in accordance with the standardized model. The maximum amount of data available will be indicated in relation to the dates of the celebration, the reason why it is organized and the expected number of participants, the number of members/athletes of the entity with the inclusion of those who are from Quart, verifying that it justifies that the entity has civil liability insurance (policy and receipt), where applicable, workers hired and registered with Social Security with a copy of the registration with Social Security and the employment contract. - Detailed budget of the activity with indication of the association's financial contribution. Forecast of other possible income, fees, contributions or aid and subsidies, indicating the granting institutions. - In the case of Entities legally constituted in Quart, summary of the bank statement of the last 6 months of the entity on the date of subsidy application plus the average balance as of 12/31. - The documentation provided by the City Council will be considered sufficient. If there have been changes in the bylaws or in the composition and positions of the entity's Board, an authenticated copy of the new bylaws or the approved modification must be provided.
