The Chiva City Council, as the administration closest to the citizens, has the duty to launch actions to promote the business and commercial fabric of the municipality. Thus, the purpose of these bases is the support and promotion of business activity, thus favoring the generation of employment and wealth in the territory. The purpose of this aid is to protect the general interest, directly supporting entrepreneurial people who contribute with their activity to boost the socioeconomic fabric of the municipality. The purpose of these bases is to regulate the granting of said subsidies under a competitive competition regime, as established in article 22 of Law 38/2003, of November 17, General Subsidies. SECOND. Regulatory bases and applicable regulations. 1. These rules establish the procedure that will govern the granting, under a competitive competition regime, of financial aid to entrepreneurs who create a company in the year 2025. 2. The call will be governed, in general, by the provisions of these regulatory bases, in the bases of execution of the Municipal Budget for the current year, in Law 38/2003, of November 17, General Subsidies (hereinafter LGS), its implementing regulations, approved by Royal Decree 887/2006, of July 21 (hereinafter RLGS) and, additionally, in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations and any other regulatory provision that, due to its nature, may be applicable. 3. In addition, the provisions of Law 19/2013, of December 9, on Transparency, Access to Public Information and Good Government, will be taken into account. 4. This aid is of the nature of “de minimis aid” and is subject to Commission Regulation (EU) No. 1407/2013 of December 18, 2013 on the application of articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid. THIRD. Concession procedure 1. These aids are granted on a competitive basis, in application of what is provided for in article 22.2.c) in relation to sections 2 and 3 of article 28 of Law 38/2003, of November 17, general on subsidies, 2.
