Official description of the call

FIRST. OBJECT OF THE CALL. The purpose of this call is to support innovation by promoting Incubation and Acceleration or Scaling Programs of Innovative Projects developed by Public Universities, non-profit Foundations linked to Public Universities, Science Parks and Public Research Organizations that allow the creation of spin-off companies for the transfer of knowledge or the scaling of companies already created, for the annuities 2025 and 2026. This complies with what is stated. for the Government Area of Economy, Innovation and Finance in the Strategic Subsidies Plan of the Madrid City Council and its Public Bodies 2024-2027; specifically, specific Objective 38: Create a favorable environment for startups and SMEs in Madrid through the promotion of entrepreneurship and innovation of Subsidy Line 11 (Promote innovation and entrepreneurship), contemplated within the Strategic Objective of SO5: Strengthen the economic fabric and the productive sectors and promote the internationalization of the city, positioning Madrid as a city that develops actions aimed at promoting innovation in companies and as an attractive destination for the development of programs and activities with high content. of R&D&i through the valorization and transfer of research results to companies. SECOND. LEGAL REGIME. This call will be governed, in addition to the provisions of these bases, by the Ordinance of General Regulatory Bases for the granting of Subsidies by the Madrid City Council and its Public Bodies, of October 30, 2013; by Law 38/2003, of November 17, General Subsidies; by its development regulations, approved by Royal Decree 887/2006, of July 21. Likewise, this call will be governed by the remaining rules of administrative law and, failing that, by the rules of private law. THIRD. REQUIREMENTS TO BE BENEFICIARIES. Beneficiary entities will be considered those that carry out eligible activities and that meet the status of public university, non-profit foundation linked to a public university, public research organization and science park, and must, in any case, carry out their activities and have headquarters in the territorial area of ​​the municipality of Madrid. The entities that request the subsidy will present acceleration and/or scaling programs for projects that must have an impact on the innovation ecosystem of the city of Madrid. Entities that request a subsidy must meet the following requirements at the end of the application submission period, which must be maintained, at least, during the period in which they enjoy the status of beneficiaries: a)Have the administrative, financial and operational capacity to comply with all the obligations they assume with the acceptance of the aid regulated by these bases. b)Develop its activities and have at least one headquarters in the territorial area of ​​the municipality of Madrid. c)Be up to date with compliance with your tax and Social Security obligations, prior to issuing the proposed concession resolution. d) Be up to date in compliance with your tax obligations with the Madrid City Council. e) Be up to date with payment of obligations for reimbursement of subsidies. f)Not having subsidies granted by the Madrid City Council or its public bodies pending justification, provided that the period established for their presentation had ended, regardless of whether the requirement referred to in article 70.3 of the RGS had been carried out or not. The assessment of this prohibition will be carried out automatically and will subsist as long as the absence of justification persists. g) Not be subject to the rest of the prohibitions established in sections 2 and 3 of article 13 of the LGS to obtain the status of beneficiary entity of subsidies. ROOM. REGULATORY BASES. The regulatory bases are contained in the Annex to the Decree of September 5, 2025 of the delegate of the Government Area of ​​Economy, Innovation and Finance, as well as in the Ordinance of General Regulatory Bases for the granting of Subsidies by the Madrid City Council and its Autonomous Bodies of October 30, 2013, published on www.madrid.es. FIFTH.
