Official description of the call
First. Object. The acquisition of the following vehicles for the urban distribution of goods in the Community of Madrid: vans and trucks of categories N1 and N2 that have the environmental classification category “0 emissions”, “ECO” and “C”. The scrapping of vehicles of environmental category “A” (without environmental label) or “B” will be a requirement to qualify for aid in the acquisition of those in the environmental classification category “C”, and an incentive to increase the amount to be received in the acquisition of vehicles with environmental classification category “0 emissions” and “ECO”. The renewal of cold production devices in isothermal, refrigerated or refrigerated vehicles with environmental classification category “C”, “ECO” or “0 emissions” will also be subsidized through this call, as long as the drive of the new device is exclusively electric, and regardless of the vehicle's propulsion system. Second. Beneficiaries. Natural persons of legal age, self-employed persons and private legal persons or entities without legal personality, who carry out economic activities and meet the requirements of section 5 of the call. Third. Regulatory bases. Ordinance of General Regulatory Bases for the granting of subsidies by the Madrid City Council and its Public Bodies, of October 30, 2013 (OBRGS). Room. Granting procedure. In the processing of this call, the simplified competitive competition procedure provided for in article 26.5 a) of the OBRGS and article 55 of the Regulations of the General Subsidies Law will be followed. The aid covered by this call will be awarded in the order of submission of applications, until the available budget is exhausted, or until the deadline for submission of applications ends. Fifth. Amount. The credit allocated to this call amounts to SEVEN HUNDRED THOUSAND EUROS (€700,000), expandable by €450,000. Submission of applications. Applications may be submitted from April 15 to September 15, 2026, both inclusive. Applications for aid will be submitted electronically, using the computer application available for this purpose at https://madrid.es/cambia360. Only one application can be submitted per vehicle, with a maximum of seven applications per beneficiary. Seventh. Justification and payment. Applicants must submit the supporting documentation indicated in section 14 of the call, within a maximum period of six months from the publication of the granting resolution. Once the concession resolution decree has been published and the justification for the acquisition and payment of the vehicle and, where applicable, the scrapping has been verified, with the timely provision of all the documentation required in section 14, the collaborating entity will proceed to process the payment of the aid. Eighth. Accumulation and compatibility of aid. They will be compatible with any other public aid. In the case of accumulation of aid for the purchase of the same vehicle, the maximum amount of all aid together must be less than 75% of the eligible costs. Applicants who carry out an economic activity will be subject to the limits established in Commission Regulation EU 2023/2831, of December 13, 2023, relating to the application of articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid. Ninth. Collaborating entity. The management of this line of aid will be carried out by the collaborating entity Association of Metal Trade and Industry Companies of Madrid (AECIM).
