Agreement of the Executive Council, of April 20, 2026, regarding the bases of de minimis aid to the productive, cooperative, commercial fabric and certain service companies of Menorca and the call corresponding to the year 2026

First. Beneficiaries They can access the aid that corresponds to them: a) For L1, Aid to productive companies, natural or legal persons or groups of natural or legal persons, communities of property or any other type of economic unit or separate assets without legal personality that have tax domicile and an operational establishment in Menorca of a productive nature (manufacturer, producer or artisan), which, under the figure of micro, small or medium-sized company, is registered with the Economic Activities Tax in the divisions 0 (provided that the farm is registered in the Insular Registry of Agricultural Farms on the end date of the application submission period, as a complementary activity of direct sales and transformation, if applicable), 1, 2, 3 or 4 of the first section or group 86 of the second section or section 912 of Royal Legislative Decree 1175/1990, of September 28, by which the rates and the instruction of the tax on economic activities. b) For L2, Aid to business associations, business associations with a scope of action limited, totally and exclusively, to the island of Menorca. Local business associations are excluded. c) For L3, Aid to agricultural and consumer cooperatives, agricultural cooperatives or consumer and user cooperatives that are registered in the Registry of cooperatives of the Balearic Islands at the time of the application. d) For L4, Aid to small businesses and certain service companies, natural or legal persons or groups of natural or legal persons, communities of property or any other type of economic unit or separate assets without legal personality that have the tax domicile and one, or more than one, commercial establishment located in any municipality of Menorca which, under the figure of retail trade, is registered with the economic activities tax (IAE) in one of the headings listed in Annex I and II of these bases (extracted from Royal Legislative Decree 1175/1990, of September 28, by which the rates and instructions of the IAE are approved). The aid must be requested for the main activity of the trade even if it is registered, the economic activities tax, in different headings included in Annexes I and II, therefore, the expense presented must directly affect the activity (IAE) for which the aid is requested. In the case of economic activities registered in IAE 722, it will not be a requirement to have a commercial establishment. e) For L5, Aid to professional fishermen, companies that manufacture professional fishing vessels, trawlers or small gear, based in Menorca and dedicated to the extraction of fishing resources (fish, crustaceans and mollusks), may be beneficiaries; Shellfish harvesting and aquaculture are excluded (article 4 of Law 6/2013, of November 7, on maritime fishing, shellfish harvesting and aquaculture in the Balearic Islands). Second. Objective To promote native agri-food products, stimulate small local businesses and agricultural and consumer cooperatives, in addition to supporting the industrial sector and promoting Menorcan crafts. Third. Regulatory bases This call will be governed by the bases approved by the Executive Council of the Island Council of Menorca in an ordinary session on April 20, 2026. Fourth. Amount The maximum global amount of the call is €1,320,000 (one million three hundred and twenty thousand euros).
