Call from the town council of l'Escala for the granting of subsidies for the rehabilitation and improvement of homes for the affordable rental pool of the municipality of l'Escala, year 2026

Official description of the call

1.- Purpose of the call: The granting of subsidies for the rehabilitation and improvement of housing destined for the affordable rental pool of the municipality of L'Escala, for the year 2026, according to the Regulatory Bases approved in a plenary session dated March 31, 2026 and published in the Official Gazette of the Province of Girona no. 65, dated April 7, 2026; and an extract in the Official Gazette of the Generalitat of Catalonia no. 9644, dated April 14, 2026. The procedure for granting these subsidies is non-competitive competition, provided for in article 22.1 of Law 38/2003, general subsidies. In accordance with the Strategic Subsidy Plan of the L'Escala City Council 2025-2027, approved in a plenary session on October 28, 2024 and published in the Official Gazette of the Province of Girona no. 215, dated November 8, 2024 and a reference in the Official Gazette of the Generalitat of Catalonia no. 9294, dated November 20, 2024. 2.- Assigned budget credits and economic distribution: The aid subject to this call will be provided by the budget item for the 2026 financial year number 13.231.48900.10, subsidy for the rehabilitation of housing intended for affordable rental stock, with a budget allocation of €80,000.00. The economic distribution will be made according to the requirements and criteria that appear in section 7 of the regulatory bases. 3.- Recipients: People who meet and certify the requirements specified in point 4 may apply for this call for subsidies. of the aforementioned regulatory bases. 4.-Execution period: Works whose expenses have been carried out and paid within the execution period between January 1, 2025 and May 31, 2027 will be subsidized. 5.- Deadlines and submission of applications: The deadline for submitting applications to obtain these subsidies will begin the day after the publication of the call by the National Subsidies Database in the BOP of Girona and will end on July 20, 2026. The submission of the subsidy application must be submitted to the General Registry of the Citizen Services Office of the L'Escala City Council and/or in any of the forms provided for by current legislation. The documentation specified in point 8 of the Regulatory Bases must be provided. In addition to the documentation indicated in the regulatory bases, which is illustrative and not limiting, the City Council may require applicants to present any documentation or information that it considers necessary for the evaluation of the application and the circumstances that arise, as well as clarifications regarding the data provided, cost of the works, etc. 6.- Evaluation criteria: The requests submitted will be evaluated in accordance with the evaluation criteria that appear in points 4, 5 and 7 of the regulatory bases. 7.- Resolution and notification period: The Local Government Board of L'Escala City Council must issue the corresponding resolution within a maximum period of 6 months from the day following the end of the application submission period, which will be notified individually to the applicants within a maximum period of 10 days from the date of adoption of the resolution. 8.- Appeal regime: The resolution agreement of the call will put an end to the administrative route, and a contentious-administrative appeal may be filed before the Administrative Litigation Court of Girona, within a period of two months counting from the day following its notification. Alternatively and optionally, an appeal for reconsideration may be filed with the Mayor of L'Escala City Council, within a period of one month from the day following notification. 9.- Advertising: This call will be published in the National Subsidies Database, in the Registry of subsidies and aid of Catalonia (RAISC), in the Official Gazette of the Province of Girona, on the Corporation's notice board, and on the transparency-web portal of the L'Escala City Council.
