Decree of May 28, 2026 of the Delegate of the Government Area of Housing Policies, which approves the public call for subsidies for actions of accessibility, conservation, energy efficiency, health and safety of existing buildings for residential use, “Plan Rehabilita Madrid 2026” In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (http://www.pap.minhap.gob.es/bdnstrans/index): First. Object.- The purpose of these subsidies is to encourage and promote the implementation of accessibility, conservation, energy efficiency, health and safety actions in existing buildings with characteristic residential use. Second. Regulatory bases.- Ordinance of General Regulatory Bases for the granting of Subsidies by the Madrid City Council and its Public Bodies, approved by Agreement of October 30, 2013 of the Plenary Session of the Madrid City Council and the Decree of May 28, 2026 of the Delegate of the Government Area of Housing Policies, by which the public call for 2026 subsidies is approved for actions of accessibility, conservation, energy efficiency, health and safety of existing buildings for residential use, “Plan Rehabilita Madrid 2026”. Third. Beneficiaries and their requirements.- The following may be beneficiaries: a. The communities of owners, associations of owners or other groups of communities of owners of residential buildings for residential use, constituted in accordance with the provisions of article 5 LPH. b. The owners who, collectively, are owners of residential buildings for residential use and meet the requirements established in article 396 of the Civil Code (hereinafter, Cc.), even if they have not granted the title constituting horizontal property. c.The owners of residential buildings for residential use in the single-family category. d.Energy communities, in the terms of section 36. e.The sole owners of collective housing typology buildings that hold more than 60% of the community's participation quota, prior commitment to contribute the empty homes in their building to the “Reviva Madrid” program of the Comprehensive Municipal Rental Plan of the Municipal Housing and Land Company of Madrid, S.A., in the proportion shown below and with the minimum transfer of a home: Owner/s with percentage of community participation: Greater than 60% and less than or equal to 80% Greater than 80% and less than or equal to 100% Empty homes to contribute to the EMVS Comprehensive Municipal Rental Plan: 30% of empty homes with a minimum of 1 50% of empty homes with a minimum of 1 If there are no empty homes or if the homes do not meet the requirements for the transfer of EMVS homes, they will not be You will be eligible for this subsidy and the application will be denied. Deadline for submitting applications.- The deadline for submitting applications for subsidies subject to this call will include the temporary period that begins the day following its publication in the Official Gazette of the Community of Madrid and will end on September 30, 2026. Competent bodies.- The competent bodies for the investigation and resolution of the procedure regulated in the call will be respectively the head of the General Directorate of Housing and Rehabilitation Policies and the Delegate of the Government Area of ​​Housing Policies.
