AID AIMED TO PROMOTE A NEW ECONOMIC MODEL OF THE AUDIOVISUAL INDUSTRY REGARDING THE PRODUCTION OF FILM WORKS AND AUDIOVISUAL WORKS IN VALENCIAN TERRITORY

Official description of the call

First. Modification of the regulatory bases The Regulatory Bases published as Annex to Decree Law 5/2023, of March 16, of the Consell, approving the necessary measures for the granting of aid aimed at promoting a new economic model of the audiovisual industry in terms of the production of cinematographic works and audiovisual works in Valencian territory are modified. Second. Call for aid One. Purpose. Make the call for the financial year 2023, through the competitive competition procedure, for subsidies aimed at promoting the audiovisual industry and employment in the sector within the Valencian territory through the financing of production projects, including post-production, of cinematographic works and audiovisual works of Spanish or foreign nationality in which expenses are incurred in the territory of the Valencian Community. Two. Beneficiaries. The legal entities referred to in the regulatory bases may be beneficiaries of this aid, and provided that they meet the requirements established therein and those additionally established in this call. Third. Aid financing. A maximum global amount of €6,500,000 will be allocated to finance the aid, distributed over the years 2023, 2024 and 2025. The amount corresponding to the year 2023 is €2,500,000, while those corresponding to the years 2024 and 2025 will amount to €3,500,000. and 500,000¿, respectively, although they will be conditional on the existence of adequate and sufficient credit to cover them in the corresponding budget laws of the Generalitat for the respective budgetary years. This global amount may be increased to a maximum of €10,000,000, in the event that any of the cases provided for in article 11.2 of Decree 77/2019, of June 7, of the Consell, regulating the budget management procedure of the Generalitat, occur. Room. Type and amount of aid. The amount of the aid will be 25% qualifying local expenditure in Valencian territory for each project, as long as the minimum expenditure requirements in the Valencian Community and intensities established in the bases that regulate this call are met. The amount of the aid is granted per cinematographic work or audiovisual work, and the same production company may request aid for a maximum of two cinematographic or audiovisual works in this call. Without prejudice to the above, the maximum amount of aid to be received by each beneficiary company in this call may not, in any case, exceed 1,500,000 euros, provided that this amount does not exceed the limits provided for in the bases. The amounts of aid and limits provided for in this call will be subject, in any case, to the intensity limits established in the regulatory bases. Fifth. Deadline and form of submission of applications. The deadline for submitting applications will be 30 calendar days and will begin the day after the publication of this call in the Official Gazette of the Generalitat Valenciana. Only applications that have been recorded in the electronic headquarters of the Generalitat before midnight on the last day of the submission period will be admitted. Only one application may be submitted for each audiovisual work project. If more than one application is submitted, only the one submitted last within the application submission period will be taken into account. The submission of applications and processing of the procedure will be electronic since the applicants are legal entities, obliged to interact with the Generalitat through electronic means in the terms of article 14 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. Such actions will be carried out through the electronic headquarters of the Generalitat corresponding to this procedure, at the URL https://innova.gva.es/es/web/subsecretaria-innova/procediments The applications will be formalized using the standardized model that is available in the electronic headquarters accompanied by the documentation expressed in this call and must be signed electronically by the legal representative of the requesting entity using an advanced electronic signature based on a certificate.
