Official description of the call
In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, general on subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (https://www.infosubvenciones.es/bdnstrans/GE/es/convocatoria/xxxxxx). First. Purpose of the aid The purpose of this call is to finance the hiring of environmental educators for training, information, dissemination and awareness among citizens and waste generating companies in the management of domestic waste, in accordance with the Comprehensive Waste Plan of the Valencian Community. Second. Beneficiary entities and requirements 1. The beneficiary entities of this aid will be the town councils of the Valencian Community of the municipalities with a population less than or equal to 20,000 inhabitants, as well as the associations that, in accordance with the provisions of Law 7/2022 and Law 5/2022, provide as a mandatory service the collection of domestic waste generated in homes, businesses and services located in said municipalities. Aid may be requested by local entities that provide such services, either individually (municipalities) or through associations, in accordance with Law 7/1985, of April 2, Regulating the Bases of the Local Regime and article 12.5.a) of Law 7/2022. Only one application per entity will be accepted; In case of duplicity, the one presented by the commonwealth will prevail. 2. To access the status of beneficiary entities, applicants will have to meet the following requirements: a) In the case of town councils, the municipality must have a registry equal to or less than 20,000 inhabitants, depending on the number of legal inhabitants according to population figures in accordance with the official statistics published by the National Institute of Statistics (INE) closest to the year 2026. b) In the case of associations, they must provide the domestic waste collection service, to the at least, to a municipality with a registry of less than or equal to 20,000 inhabitants, based on the number of legal inhabitants according to the population figures in accordance with the official statistics published by the INE closest to the year 2026. c) Be up to date with the payment of the Tax on the deposit of waste in landfills, the incineration and co-incineration of waste, regulated in articles 84 to 97 of Law 7/2022 and its regulations. autonomous development contained in Law 5/2022. This obligation applies to both municipalities and associations when they pay the corresponding part of the tax on consortium-managed ecoparks. This requirement will be required of the requesting entity when it is the one who performs the self-assessment of the tax. In the case of supra-municipal local entities, the requirement will also apply to the member municipalities when they are the ones who directly pay the tax on waste from municipal collection. d) Be up to date with the payment of fees to the corresponding consortium of the Zonal Waste Plan. e) Have a plan for equality between women and men approved and in force, in accordance with the provisions of the seventh additional provision of Royal Legislative Decree 5/2015, of October 30, by which the consolidated text of the Law of the Basic Statute of Public Employees (TREBEP) is approved. f) Effectively incorporate social responsibility clauses into your contractual activity, in the terms provided for in Decree 118/2022, during the budgetary year immediately preceding that of the call, depending on the type and volume of your contracting. g) Be up to date in compliance with tax and Social Security obligations, as well as in the payment of obligations for reimbursement of subsidies. h) Those that meet any of the circumstances set forth in article 13 of Law 38/2003 will not be able to obtain the status of beneficiary entity of the aid regulated in this resolution. i) Have sufficient economic, financial and operational capacity to guarantee the execution of the proposed operation. j) Be up to date in compliance with the obligation to render accounts before the Audit Office of the Valencian Community. This requirement must be maintained throughout the entire procedure.
