Official description of the call

Considering Mayor's Resolution no. 2024-1602 dated July 8, 2024, by which the call for the granting of subsidies through a competitive competition procedure in matters of cultural promotion was approved, its subsequent publication in the BDNS with code 774461, and the extract of said call that was published in the Official Gazette of the Province of Zaragoza dated July 18, 2024. Seeing the Mayor's Resolution no. 2024-2291 dated October 2, 2024, by which the following is approved: FIRST. Modify article 14 of the call for subsidies through a competitive bidding procedure in matters of promoting culture, whose literal wording now has the following content: “ARTICLE 14.- PAYMENT OF SUBSIDIES AND PROVISION OF ADVANCE PAYMENTS It is anticipated that advance payments will be made, which will involve deliveries of funds prior to justification, as necessary financing to be able to carry out the actions inherent to the subsidy, in accordance with the provisions of the article 34.4 of Law 38/2003, of November 17, General Subsidies and article 45 of Legislative Decree 2/2023, of May 3, of the Government of Aragon, which approves the consolidated text of the Aragon Subsidies Law. These advance payments will amount to 80% of the subsidized amount, respecting the limit established in article 30.4. of Ordinance No. 4 regulating the granting of subsidies of the City Council of La Muela. In no case may advance payments be made to beneficiaries when they have requested the declaration of voluntary bankruptcy; they have been declared insolvent in any procedure; Once the justification of the subsidy has been carried out and approved, the remaining amount of the subsidized amount not anticipated will be paid, losing the right to collection in the event of lack of justification or the concurrence of any of the causes of reimbursement contemplated in the General Law of Subsidies. In any case, prior to any of the aforementioned payments of the subsidy, the beneficiary entity will have to prove that it is up to date with its tax obligations, including municipal ones, and to the Security. Social. Likewise, the payment cannot be made when the beneficiary is a debtor due to a resolution of reimbursement. SECOND. Send to the BDNS the necessary documentation to proceed with the publication of this modification in the Official Gazette of Aragon, provincial section, as well as its publication on the corporation's Notice Board. THIRD. Open a new period for submitting applications, as a consequence of the modification that has occurred, which will be 10 business days from the day following the publication in the BOP of Zaragoza of this Resolution, for those Associations that are interested in accordance with the new advance payment conditions. The Associations that submitted a request in the previous period will be considered as presented, and they will not have to submit a request for this purpose again. ROOM. Complete the documentation for the call for subsidies through a competitive bidding procedure regarding the promotion of culture, including in the Annexes the Justifying Account model that is attached to this Resolution and can be found published in the BDNS.
