Official description of the call

In accordance with Law 38/2003, of November 17, General Subsidies, the General Regulation of Subsidies approved by Royal Decree 887/2006, of July 21, Law 5/2015, of March 25, on Subsidies of Aragon, as well as the Subsidies Ordinance of the City Council and the Strategic Subsidies Plan for the period 2023- 2024, the Bases are published, the full text of which is published in the City Council's Electronic Headquarters and on the Transparency Portal, and was approved by the Plenary Session of the City Council in its ordinary session held on February 11, 2023: CALL FOR APPLICATIONS 2023-2024 IN A REGIME OF NON-COMPETITIVE CONCURRENCY OF DIRECT AID FOR FAMILIES OF BOYS AND GIRLS RESIDENTS IN THE MUNICIPALITY OF CASTEJON DE VALDEJASA IN MATTERS OF EDUCATION. The Castejón City Council calls for a line of direct aid to the families of boys and girls registered in Castejón de Valdejasa who for various reasons are not attending school in Villanueva de Gállego (locality of the assigned educational center). Specific bases of the Call: Purpose of the call. The object of this call is the granting, through a public call and on a non-competitive basis, of aid to families for the transfer of their sons and daughters from Castejón de Valdejasa to the Nursery or Educational Center that were established in a locality other than Villanueva de Gallego (place where the school assigned to the aid granted by the Government of Aragon is located) and who for different reasons have decided that the educational center or nursery of their sons and daughters will be in another different locality. to Villanueva de Gállego. The constitutional mandate provided for in art. 9.2 is directed to public powers to promote the conditions so that the freedom and equality of the individual and the groups in which they belong are real and effective. For its part, art. 14 of the Constitution establishes that “Spanish people are equal before the law, without any discrimination based on birth, race, sex, religion, opinion or any other personal or social condition or circumstance.” For its part, art. 12 of the Statute of Autonomy of Aragon reformed by LO 5/2007, of April 20, in its second section states that “all people have the right to social benefits intended for their well-being, and to services to support family responsibilities to reconcile work and family life, under the conditions established by law.” The family, as is clear from Law 9/2014, of October 23, supporting families in Aragon, plays an irreplaceable role as a structuring factor and instrument of social cohesion, fulfilling an irreplaceable and non-delegable mission of weaving the person's primary relationships and, in this sense, it develops a function not only of socialization but also of personal fulfillment and development, of insertion into social and community life. Precisely, as one of the principles elucidated in this Law, it is a mandate to the Aragonese Public Administrations to establish and promote the adoption of measures that allow the reconciliation of personal, family and work life, both in the public and private spheres, guaranteeing the same opportunities for women and men so that they can attend to their family responsibilities, progress professionally and develop in all areas of life. In art. 9 details the actions in educational matters, among which, it is worth noting that the Government of Aragon “will promote in the educational field actions leading to facilitating the reconciliation of personal, family and work life of Aragonese families, taking into account the territorial reality of Aragon, and to this end in its section: c) It will be possible for parents to include both the family home and the work home as priority criteria in the choice of educational center by parents.” In art. 42 of Law 7/1999, of April 29, on Local Administration of Aragon, is the rubric of the powers of the municipalities.
