Official description of the call

In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (http://www.pap.minhafp.gob.es/bdnstrans/es/index) First. - Beneficiaries: Small and medium-sized industrial, extractive, processing and service companies, as well as wholesale and retail trade. The beneficiary of the subsidy must be registered in the Census of Economic Activities in the Autonomous Community of La Rioja, in an heading corresponding to one of the subsidized activities, at the time of formalizing the loan. In the case of loans that finance currency operations, the beneficiary must also have tax domicile in the Autonomous Community of La Rioja. The following economic activities included in the CNAE-2025 (Royal Decree 10/2025, of January 14) will not be eligible for subsidies: - Section D, Supply of electrical energy, gas, steam and air conditioning. - Section L, Financial and insurance activities. - Section M, Real Estate Activities. - Section P, Public Administration and Defense; mandatory social security. - Section T, Group 94, Associative activities. - Section U, Activities of households as employers of domestic staff and as producers of goods and services for own use. - Section V, Extraterritorial Organizations. Second. - Purpose: Facilitate companies' access to bank loans formalized as of January 1, 2025, through one of the following subprograms: Subprogram 1: Loans for investments. Subprogram 2: Loans to support working capital. The following will be subsidized: a) The cost of the study commission with a limit of 0.75% and the annual commission with a limit of 1.50%, corresponding to the mutual guarantee company that guarantees the loan operation. b) In addition, one point of the interest rate applicable to the loan will be reduced except in the following cases in which two points of the interest rate applicable to the loans will be reduced: In the case of investment loans in which the investment project is based in a municipality or distinct population center of the Autonomous Community of La Rioja with less than 250 inhabitants according to the data from the latest municipal registry published by the National Institute of Statistics. In the case of loans for working capital, as long as the beneficiary company has both its tax and corporate domicile in a municipality or distinct population center of the Autonomous Community of La Rioja with less than 250 inhabitants according to the data from the latest municipal register published by the National Institute of Statistics.
