RESOLUTION OF THE DIRECTOR GENERAL OF THE ICA CALLING FOR THE GRANTING OF FINANCIAL AID, UNDER A REGIME OF NON-COMPETITIVE CONCURRENCY, AIMED AT STRENGTHENING THE AUDIOVISUAL INDUSTRY IN THE REGION OF MURCIA

EXTRACT OF THE RESOLUTION OF THE DIRECTOR GENERAL OF THE INSTITUTE OF CULTURAL INDUSTRIES AND THE ARTS OF THE REGION OF MURCIA CALLING FOR THE GRANTING OF FINANCIAL AID, UNDER A REGIME OF NON-COMPETITIVE CONCURRENCY, AIMED AT STRENGTHENING THE AUDIOVISUAL INDUSTRY IN THE REGION OF MURCIA. In accordance with the provisions of articles 17.3.b and 20.8 of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database. BDNS BDNS (Identification): First. - Beneficiaries/Requirements. 1.- Private legal entities with tax residence in Spanish territory and NOT in the Region of Murcia, who carry out the production of a cinematographic work of those included in article 1.2 and who, on the occasion of filming, meet the requirements and conditions established in this Resolution may benefit from the aid contemplated in this call. 2.- Public entities or companies or any type of public law entity, non-profit entities, individuals or groups of entities are excluded. these, those that carry out associative or professional activities (associations, policies, unions, professional associations, etc.) or the projects produced by television operators or other communication service providers in accordance with the second section of article 19 of Law 55/2007, of December 28, on Cinema, as well as any other legal figure over which any of the subjects mentioned in this paragraph can exercise a dominant influence, either for reasons of ownership, financial participation or by having the power to condition, in some way, the decision-making of the respective administrative or management bodies. Likewise, projects or works financed entirely or mostly by public administrations are excluded; or that have essentially advertising content and political propaganda; or that they had obtained the “X” film rating; or that violate or do not respect the regulations on the transfer of intellectual property rights; or that, by a final sentence, were declared in some way to constitute a crime; and/or produced by companies with labor debts, in accordance with the provisions of the applicable regulations. 3.- That they must meet the following requirements at the time of submission of the application and keep them in force throughout the entire call procedure: Tax residence in Spain (NOT in the Region of Murcia) and registration, in the heading of the Economic Activities Tax (I.A.E.) 961.1. Registration in the Administrative Registry of Cinematographic and Audiovisual Companies of the Institute of Cinematography and Audiovisual Arts or in any other administrative registry of audiovisual companies in Spanish territory or, if it is their first registration, they have submitted the corresponding application for registration, at the time of applying for the aid. Be up to date with your fiscal and tax obligations, as well as with Social Security and subsidies. The applicant entity must prove the classification of at least 3 films and/or series in commercial/professional cinemas or à la carte television platforms by presenting the receipt of communication of the release date issued by the ICAA in the case of films and for series, the documentation that accredits the premiere on television or à la carte television platforms. Economically viable project, for which you must have a financing plan with confirmed financing sources, of at least 60% of the overall project (bank guarantees, credits granted, etc.). These are audiovisual projects intended for exhibition in commercial/professional movie theaters or on-demand television platforms (VOD/Video On Demand). That the overall budget of the project is greater than €6,000,000.00. That the logistical, technical and artistic services necessary for the filming that are carried out in an unquestionable manner in the Region of Murcia are not contracted with people or entities integrated in the co-production of the concurrent filming or with companies over which the co-producers can exercise any type of control.
