Official description of the call

BDNS (identif.): In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, general on subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (https://www.infosubvenciones.es/bdnstrans/GE/es/convocatoria/xxxx). First. Beneficiaries and requirements 1. Entities officially recognized by the Autonomous Community of Galicia as third parties for carrying out official milk control in accordance with Royal Decree 663/2023, of July 18, that meet the following requirements may be beneficiaries of the aid described in this order: a) Be a milk control entity as established in article 2.d) or be an association or organization of those defined in article 2.a) and that carry out activities included in the definition of milk performance control in article 2.b) of this order. b) Comply with the requirements demanded by articles 13.2, 13.3 and 13.3 bis of Law 38/2003, of November 17, general on subsidies, and 10 of Law 9/2007, of June 13, on subsidies of Galicia. c) Have the status of SME in accordance with the provisions of article 2.52 and Annex I of Regulation (EU) number 2022/2472, of the Commission, of December 14. d) Not be considered a company in crisis, in accordance with article 2.59 of Regulation (EU) number 2022/2472, of the Commission, of December 14. e) Not be subject to a pending recovery order following a previous Commission decision declaring aid illegal and incompatible with the internal market. f) Use a single and common database for all of Galicia, where all the quantitative and qualitative information from the controls carried out will be integrated, processed and analyzed. 2. The ultimate beneficiaries of the actions financed with this aid are the farmers who participate in the official control of milk performance, who receive the aid in the form of subsidized services provided by third parties, and never as direct cash payments to the producers, in accordance with the provisions of article 27.2.b) of Regulation (EU) No. 2022/2472, of the Commission, of December 14, by which they are declared certain categories of aid in the agricultural and forestry sectors and in rural areas compatible with the internal market in application of Articles 107 and 108 of the Treaty on the functioning of the European Union. 3. Likewise, the requirements provided for in letters b), c), d) and e) of point 1 must also be met by the livestock farms in which the eligible activities are carried out. Second. Purpose This order aims to develop, under a competitive competition regime, the bases by which the granting of aid from the Department of Rural Affairs will be governed, intended for entities officially recognized by the Autonomous Community of Galicia for the control of milk performance, and to proceed with its call for 2026. Third. Regulatory bases These aids will be granted under the provisions of the Order of November 28, 2025, which establishes the regulatory bases for the granting of aid for the control of milk yield to entities officially recognized for carrying out milk control in Galicia, and are called for the year 2026. Fourth. Amount The global amount of this aid will be, for the year 2026, one million euros (€1,000,000), charged to the general budgets of the State (440,587 euros) and the general budgets of the Autonomous Community of Galicia for the year 2026 (559,413 euros). Likewise, the amounts of the general budgets of the Autonomous Community of Galicia with which these aids will be financed may be increased with state or regional funds contributed for this purpose, in the same or in other budgetary applications, in accordance with article 30 of the regulation of Law 9/2007, of June 13, on subsidies of Galicia, approved by Decree 11/2009, of January 8 (DOG No. 20, of January 29), provided that the limits established in article 27.5.a) of Commission Regulation (EU) No. (EU) 2022/2472, of December 14, are not exceeded, without prejudice to stricter limits provided for each year in the respective call. Fifth. Application and deadline for submitting applications Applications must be submitted obligatory.
