Call for social dialogue and collective bargaining 2026

Official description of the call

First. Applicant entities: requirements and accreditation. 1.- The following may be beneficiaries of the subsidies: a) In relation to the subsidies intended for the financing of training activities aimed at training for the development of functions related to social dialogue at the state level and collective bargaining: 1) The union organizations that participate in said area, in the terms established in art. 6 and 7.1 of Organic Law 11/1985, of August 2, on Freedom of Association and in article 87.4 of the consolidated text of the Law on the Workers' Statute, approved by Royal Legislative Decree 2/2015, of October 23, as well as the foundations or other entities established by them to achieve any of these purposes. 2) The business organizations that participate in said field, in the terms established in the sixth additional provision of the consolidated text of the Workers' Statute, approved by Royal Legislative Decree 2/2015, of October 23, as well as the foundations or other entities constituted by them to achieve any of these purposes. b) In relation to subsidies intended for the financing of training activities aimed at training for the development of functions related to collective bargaining: State-level union and business organizations that participate in said field, as well as foundations or other entities established by them to achieve any of these purposes. Second. Object. The subsidies granted under this call will have the purpose of developing state-level training plans, which include training activities aimed at training people linked to union organizations and state-level business associations for the development of functions related to state-level social dialogue and collective bargaining. Third. Regulations. This call will be governed in accordance with the provisions of: • Law 30/2015, of September 9, which regulates the Vocational Training System for Employment in the workplace. • Royal Decree 694/2017, of July 3, which implements Law 30/2015, of September 9. • Order TMS/379/2019, of March 28, which approves the regulatory bases for the granting of subsidies by the State Public Employment Service for the financing of state-level training plans, aimed at training for the development of functions related to social dialogue and collective bargaining, modified by Order TES/1079/2022, of November 10. Room. Amount. The training programs developed under this call will be financed from budget credit 19,101,241B.482.80 of the expenditure budget for the 2026 financial year of the State Public Employment Service, for an amount of 11,645,000.00 euros. Fifth. Application submission deadline. The deadline for submitting applications will be from April 27 to May 11, 2026, inclusive. Application evaluation criteria. The evaluation of the applications will be carried out by applying the technical evaluation methodology, which appears in Annex II of the call.
