Official description of the call

In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, general on subsidies, the extract of the call is published, the full text of which can be consulted in the First National Subsidy Database. Beneficiary entities 1. The following entities may be beneficiaries of the aid: a) The municipalities of the Valencian Community, which, by meeting the requirements established in article 15 of Law 5/2023, of April 13, of the Generalitat, comprehensive measures against depopulation and for territorial equity in the Valencian Community (DOGV no. 9580, of 04/21/2023), are recipients of the municipal cooperation fund for the fight against depopulation and have trails approved GR®, PR® and/or SL® by the FEMECV in their municipal area. b) When the path subject to action runs through several municipalities and the action to be carried out affects the municipal limits of several of these municipalities, the supra-municipal entities or associations of which the indicated municipalities are part may be beneficiaries, provided that one of them is a recipient of the cooperation fund referenced in the previous section. 2. Beneficiary entities must meet the following requirements: a) Not be subject to any of the circumstances established in article 13, sections 2 and 3 of the LGS. This requirement will be accredited by means of a responsible declaration and must continue throughout the duration of the program. b) Be aware that the financing of this aid comes from the MRR of the European Union, therefore it assumes all the obligations derived from Regulation (EU) 2021/241 of the European Parliament and of the Council, of February 12, 2021, which establishes the MRR, as well as other community or national regulations applicable to this financing. This circumstance will be accredited by means of a responsible declaration. Second. Purpose The purpose of this aid is the promotion and development of projects linked to enhancing the natural and landscape heritage of rural municipalities with depopulation problems, through the implementation of activities for the maintenance, conservation, improvement and promotion of approved GR®, PR® and SL® trails, already existing, in municipalities at risk of depopulation and other local entities, of which municipalities at risk of depopulation in the area of the Community are part. Valencian. Third. Regulatory bases 1. The purpose of these regulatory bases is to establish, within the scope of the Valencian Community, the essential conditions for the granting of subsidies to finance actions linked to the lever policy to combat depopulation, component 4 ¿Conservation and restoration of marine and terrestrial ecosystems and their biodiversity¿, specifically in the investment component C04.I04 action on the demographic challenge, to fight against depopulation and guarantee territorial and social cohesion, Next Generation EU Recovery, Transformation and Resilience Plan, approved by Agreement of the Council of Ministers of April 27, 2021, and by the Council Implementing Decision relating to the approval of the evaluation of Spain's recovery and resilience plan (Council Implementing Decision CID), of July 13, 2021. Fourth. Financing of aid These subsidies will be financed from chapters IV and VII of the budget program 125.99 MRR. Depopulation Agenda ¿, budget lines S1096000 ¿Aid for the promotion of trails approved in the C.V.¿ and S1097000 ¿Aid for investments in trails approved in the C.V.¿ respectively, corresponding to MRR funds (C04I04), from the budget of the Generalitat for the year 2023, for an amount of 600,000.00 euros and 1,278,735.00 euros respectively for each indicated line, within the framework of European funds from the MRR and within the PRTR Next Generation EU. Fifth. Application submission deadline. Applications will be submitted exclusively electronically, within the period indicated in the call, through the specific procedure made available to entities interested in the corresponding procedure published on the electronic headquarters of the Generalitat http://sede.gva.es.
