* EXTRACT from the Resolution of June 28, 2023, of the President, by * which the regulatory bases are approved and subsidies * are called for financing the development of actions for the * qualification training and requalification of the active population * linked primarily to professional qualifications in * strategic sectors and improvement of capacities for the ecological transition, * within the framework of the Recovery, Transformation and Resilience Plan. * * * BDNS (Identif.): .............. * In accordance with the provisions of articles 17.3.b) and 20.8.a) of * Law 38/2003, of November 17, General Subsidies, the * extract of the call is published, the full text of which can be consulted in the * National Subsidies Database * (https://www.infosubvenciones.es/bdnstrans/GE/es/convocatoria/.......... * ....). * * First.- Object and scope. * 1. Subsidies are called for the financial year of * 2023, aimed at the development of actions for the training of * qualification and requalification of the active population, linked to * professional qualifications in strategic sectors, within the framework of * Component 20 "Strategic Plan to Promote Vocational Training", * Investment 1, of the Recovery, Transformation and Resilience Plan * (PRTR). * 2. The purpose is to grant subsidies to beneficiary entities * in the third regulatory base for the development of projects that * contribute to the objectives described in the previous section. * 3. The call is part of Investment 1, reskilling and upskilling * of the active population, linked to professional qualifications of * component 20 of the Recovery, Transformation and Resilience Plan (hereinafter, Recovery Plan) of the Government of Spain, and will contribute * to the fulfillment of the objectives associated with it, in accordance with the * regulatory regulations of the recovery and resilience mechanism and the * Recovery Plan at European and national level. * 4. The scope of application of this Resolution extends to the * Autonomous Community of the Canary Islands, with the management of the subsidies corresponding to the * Canary Employment Service. * Second.- Beneficiaries. * The following beneficiary entities may benefit from the aid established in this resolution: * 1. For modality a), Companies, on an individual basis and that present * training projects and, where appropriate, support for the * accreditation of the professional skills acquired through * work experience. Companies may be owned by natural or legal persons. * 2. For modality b), Groups of companies, consortia, * organizations and sectoral entities, of any size, that * present training projects, and where appropriate, support for the * accreditation of the professional skills acquired by * work experience, for a joint number of no less than 20 * workers from the different companies. * 3. For modality c), Non-profit entities that present * training projects, and where appropriate, support for the * accreditation of the professional skills acquired through * work experience, for the active population in search of employment, as well as * for groups of special vulnerability. These projects may * be financed up to a maximum of 30% of the funds available in the * 2023 call. * Employed people who do not * belong to particularly vulnerable groups will not be able to participate in these projects. * 4. Beneficiary entities may execute their projects through * companies specialized in training, under the terms provided for * subcontracting in the seventh regulatory base. Likewise, training * projects may be channeled through contractual figures admitted * by law, with educational centers or centers authorized to provide * vocational training for employment and without prejudice to the * responsibilities for the beneficiary included in the fourth regulatory base *. * Third.- Applicable regulations. * - Law 39/2015, of October 1, on the Common Administrative Procedure * of Public Administrations. * - Law 38/2003, of November 17, General Subsidies. * - Law 47/2003, of November 26, General Budget. * - Royal Decree-Law 36/2020, of December 30, which approves * urgent measures to
