JOSE LUIS SÁEZ PASTOR, Mayor-President of the Guardamar del Segura City Council, MAKES IT KNOWN: That on July 17, 2023, the Local Government Board adopted agreement No. 16/2023 to approve the call and bases for the granting of subsidies to associations of any type and non-profit entities of Guardamar del Segura, corresponding to the 2023 year. The bases are as follows: BASES AND CALL FOR THE GRANTING OF SUBSIDIES TO ASSOCIATIONS OF ANY TYPE AND NON-PROFIT ENTITIES OF GUARDAMAR DEL SEGURA, ANNUITY 2023. First. Object. The purpose of these rules is to regulate the procedure for granting subsidies to Associations of any type and non-profit entities of Guardamar del Segura that carry out cultural, educational, sports, social and/or youth activities; local publications, participation in meetings, festivals, or projects that may be considered of special interest, in accordance with the purposes of the association or entity. These activities must take place from September 11, 2022 to September 30, 2023. Second. Legal nature. The grants awarded will be governed by the procedure for granting competitive grants, evaluating the applications submitted in accordance with the evaluation criteria previously established in these regulatory bases and call (article 22.1 of Law 38/2003, of November 17, General Grants) and its implementing regulations, according to the principles of equality and non-discrimination, publicity, transparency, competitive competition, objectivity, effectiveness and efficiency. Third. Budget limit. The financing of the aid granted as a result of the applications submitted in accordance with these Rules and Call, will be attributed to the budgetary application of the Municipal Budget approved for the year 2023, which is listed below: DESCRIPTION BUDGETARY APPLICATION AMOUNT Subsidies to associations of any type 2023 920 48100 €20,000.00 The distribution of the credit The budget is estimated in nature and is conditional on the number of requests submitted and duly justified expenses. However, the maximum total amount of aid called for the year 2023 is €20,000.00. Quarter. Recipients and general requirements. Non-profit associations and entities, legally constituted and registered in the Municipal Registry of Associations and Entities, whose registered office is located in Guardamar del Segura, Alicante and who meet the following conditions at the end of the application submission period, may be recipients of the subsidies: a) Be up to date with compliance with their tax and Social Security obligations, which will be accredited by the corresponding certificates issued by the competent administrations. b) Be up to date in the fulfillment of their obligations towards the Guardamar del Segura City Council. c) Not be subject to any of the prohibitions established in art. 13 of Law 38/2003, General Subsidies. d) Be up to date with payment of obligations for reimbursement of subsidies. Associative entities that are recipients of nominative subsidies in accordance with the provisions of the current Municipal Budget are excluded from this call. Fifth. Amount. The amount of the subsidies may in no case be of such an amount that, alone or in conjunction with other subsidies, for the same purpose, as well as any type of income, exceeds the cost of the subsidized activity. In this sense, a commitment will be acquired to communicate, at any time during the validity of the file, other public or private subsidies that have been obtained or requested for the same activity or project (Annex III Responsible declarations and commitments). Sixth. Application, Form and submission deadline. The request and justification of the subsidy, signed by the legal representative of the applicant Association or Entity, will be formalized through the form attached as Annex I “Request Model”, and will be presented at the Electronic Headquarters of the Guardamar del Segura City Council accompanied by the documentation contemplated in the ninth base (Documentation to be attached with the application) and thirteenth
