Extract from the Decree of July 26, 2023, of the Presidency of the Insular Institute of Social and Socio-Health Care (IASS), which calls for subsidies aimed at supporting the provision of material, equipment and improvement of the facilities of the network of municipally owned Playgrounds for the financial year 2023 (City Councils or their dependent public bodies), whose regulatory bases were published in full in the BOP of Santa Cruz de Tenerife no. 94 dated August 4, 2023. In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database https://www.pap.hacienda.gob.es/bdnstrans/ge/es/convocatorias. FIRST.- OBJECT. These Bases are intended to establish the rules that must govern the granting, under a competitive competition regime, of subsidies intended for the provision of material, equipment and improvement of the facilities of the municipally owned Playgrounds on the island of Tenerife for the financial year 2023 (City Councils or their dependent public bodies). For these purposes, Playgrounds will be understood as those Basic preventive care centers for education in leisure and free time, which promote children's and community entertainment, with a pedagogical, social, cultural and community nature through recreational methodologies, where the use and loan of toys, materials and recreational and recreational activities are offered, in a stable organized manner and in a space, with the guidance of a qualified professional, and where there is not a commercial purpose but a service purpose. public. In accordance with the previous definition, the following will not be considered eligible projects within the scope of these Rules: 1. Those derived from Nursery Schools, 2. Those derived from Day Centers and Services, 3. Those derived from Children's Leisure Centers and Parks, or projects aimed at carrying out specific entertainment and leisure and free time events, 4. Activities, resources and services of a temporary or seasonal nature, not continuous, regardless of the name given to them. grant (e.g. summer play centers, urban/rural campuses, etc.). 5. Extracurricular activities, early reception services and other complementary services in schools, or programs exclusively aimed at providing school support and reinforcement. 6. Those derived from Youth Houses or similar care resources for young people over 14 years of age. Eligible toy libraries must be open and operating with in-person attention to users on the end date of the application submission period, and remain open during the project execution period. Eligible expenses are considered to be those expenses intended for the improvement of the facilities for a recreational-educational purpose, and for the purchase of inventoriable or consumable material and equipment of a socio-educational and recreational nature, necessary for the provision of the socio-educational services in its scope of action and provided for in its Specific Educational Project for Playground (PEEL), for example: a) Materials for the improvement of the facilities for a recreational-educational purpose (paintings). magnetic floors, rubber floors, tatami, vinyl, and similar). b) Computer, audiovisual and video game consoles, as well as audiovisual production equipment (sound, video and photography recording cameras, or with similar functions). c) Furniture, fixtures and machinery. d) Games, toys and didactic and pedagogical materials for play and recreational activity, including robotics. e) Material intended for training activities and other complementary workshops. f) Material intended for carrying out pedagogical, social, cultural and community activities. g) Others of a similar nature related to its own services. In accordance with the provisions of article 23 of Law 38/2003 of November 17, General Subsidies, the procedure will be initiated ex officio by means of a call approved by the competent body.
