Official description of the call

In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (https://www.infosubvenciones.es/). First. Beneficiaries. 1. The ultimate recipients of the aid will be the natural or legal persons who are holders of any of the following authorizations in force on the date of application for the aid, provided that they have their tax residence in Extremadura and the domicile of the authorizations in the Autonomous Community of Extremadura: a) An authorization for public transport of goods enabling transport with vehicles or sets of vehicles with a maximum mass of more than 3.5 tons, identified with the MDPE code. b) An authorization for discretionary public transport of passengers by bus, identified with the VDE code. c) An authorization for complementary private transportation of goods enabling transportation with vehicles or sets of vehicles with a maximum mass of more than 3.5 tons, identified with the MPCE code. d) An authorization for complementary private transport of passengers by bus with the VPCE code. 2. The ultimate recipients defined in the previous section may receive aid only in relation to the category and class of vehicles associated with the qualification granted to them by the authorization of which they are holders. 3. The final recipients of the aid will also be, provided that they have their tax residence in Extremadura and provide services in one of the municipalities of the Autonomous Community of Extremadura, the private legal entities that, on the date of application for the aid, provide the public urban transport bus service, and are exempt from obtaining any of the authorizations included in section 1 of this section. 4. The following may not be the ultimate recipients of the aid: a) Companies that are in a crisis situation, in accordance with the definition that, for these purposes, is made in Regulation (EU) 651/2014, of June 17, 2014. b) Persons or entities in which any of the circumstances listed in article 13, sections 2 and 3, of Law 38/2003, of November 17, as well as the people or entities in which any of the circumstances provided for in article 12 of Law 6/2011, of March 23, on subsidies of the Autonomous Community of Extremadura occur. c) Companies that are subject to a pending recovery order on any aid or subsidy that had been previously granted to them, either because aid has been declared illegal and incompatible with the internal market, or due to any type of non-compliance with the obligations attributed to them in the concession. d) Publicly owned companies or entities that provide urban public transport services. Second. Purpose and eligible actions. 1. The subsidy granting regime aims to finance the types of action listed below: a) Activity 1: Scrapping. b) Activity 2: Acquisition of low-carbon alternative energy vehicles. c) Activity 3: “Retrofit” or modification of the form of vehicle propulsion. d) Activity 4: Implementation of electric vehicle charging infrastructure. e) Activity 5: Acquisition of semi-trailers for railway highways. 2. The described actions must meet the requirements established for each of them in ANNEX I of Royal Decree 983/2021, which contains the regulatory bases. 3. Given the incentive nature of the aid, only actions by the ultimate recipients of aid initiated after the date of registration of the aid application will be admitted. This is without prejudice to the performance of the corresponding preparatory actions that are necessary to submit the application or carry out the corresponding investments, such as a project, technical reports, certificates, which may be considered eligible for subsidies, even if they had been invoiced prior to the application, provided that, in any case, these preparatory actions had been started after the date of publication of Royal Decree 983/2021 in the "Official State Gazette". Third.
