ARTICLE 1. OBJECT AND PURPOSE OF THE CALL The adequate social integration of minors from the first stages of life is one of the concerns of the Administrations that underlies the essence of social policies around family support. As established in article 39 of the Spanish Constitution, public powers must ensure the social, economic and legal protection of the family, as well as the comprehensive protection of children. Early childhood education in the early stages of life contributes to equal opportunities; It promotes the integration of the minor by promoting physical and mental development. Therefore, in supporting families, it becomes important to act on the possible limitations that hinder minors' access to socio-educational resources. The purpose of this call is to establish the procedure for the granting of financial aid, in competitive competition, for the dining room to students in the 1st cycle of early childhood education 0-3 years old from the L'Alcúdia centers, during the 2022/2023 school year. Currently there are 2 official, privately owned centers and one public, municipally owned. The main purposes of granting these municipal aid for dining halls are: a) Guarantee sufficient food for minors to families whose families, for economic or social reasons, cannot provide it. b) Facilitate family conciliation by making it compatible with the work schedule of fathers and mothers and the care of their sons and daughters during mealtimes. c) Encourage the participation in the dining room of children from unstructured family groups in need of a complete and balanced diet, as well as promoting the acquisition of healthy habits, sharing the dining room experience with others. Although it is true that the reasons indicated are of a diverse nature, normally all of them involve a fairly direct relationship with the socioeconomic situation of the family, which is why the proposed help is basically economic, although it is coordinated with other socio-educational interventions. One of the other objectives of this financial aid is to improve family and professional conciliation, and currently there is no supra-municipal public institution that offers subsidies aimed at alleviating the expenses that families bear in the dining room of the Early Childhood Education Centers (0-3 years). ARTICLE 2. LEGAL REGIME The present aid will be subject to the General Subsidies Ordinance of the City Council of L'Alcúdia, approved on February 22, 2022, and published in the BOP of València n. *º 77 of April 25, 2022, and will also be governed by what is provided in this call, by the Bases for Execution of the Municipal Budget of the City Council of L'Alcúdia, Law 38/2003, of November 17, General of Subsidies, the General Regulation of Subsidies, approved by Royal Decree 887/2006, of July 21, and the Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations. Additionally and in everything that is not contradicted in the previous rules and is not regulated in them, the specific regulatory bases of the call for aid approved by the Plenary Agreement of January 28, 2020, and definitively published in the BOP of Valencia No. 123 of June 26, 2020. And its subsequent modification by the Plenary Agreement of March 30, 2021 and its subsequent publication definitive to BOP No. 107 of June 7, 2021. ARTICLE 3. BUDGET CREDIT Following the report of the Substantial Intervention of the Alcúdia City Council, which indicates that for item 32500.48000 (Charity Care Education Canteen) of the 2023 Municipal Budget, there is adequate and sufficient appropriation to cover the expense exposed to the call for a maximum amount of 15,000.00 euros, and the 2023 Municipal Budget being 11,352,754.00 euros (ELEVEN MILLION THREE HUNDRED FIFTY TWO THOUSAND SEVEN HUNDRED FIFTY FOUR EUROS), of which 10,300,666.42 euros (TEN MILLION THREE HUNDRED) are ordinary resources ONE THOUSAND SIX HUNDRED AND SIXTY-SIX EUROS AND FORTY-TWO CENTS), being 10 percent of the same 1,030,066.64 euros (ONE MILLION THIRTY THOUSAND SIXTY-SIX EUROS AND SIXTY-FOUR CENTS), this proposal for approval corresponding to the Mayor's Office is appropriate and possible.
