Official description of the call

FIRST. PURPOSE: This call is governed by the regulatory bases according to the concession procedure in public concurrence, for reasons of social interest, in accordance with article 22, section 2.c) of Law 38/2003, of November 17, General of Subsidies, as well as what is indicated in article 58 and following of the same legal text. This call called “Baby Check 2023” has a double objective, on the one hand, the regulation of financial aid for birth, legal adoption or foster care lasting more than 6 months, in the municipality of Bonrepòs i Mirambell, called “Baby Check”, as well as the promotion and revitalization of local commerce through this aid. The aid granted will have the character of a subsidy, governed by the aforementioned General Law of Subsidies and its implementing regulations. The aid will be in the nature of a subsidy and will be granted on a non-competitive basis. SECOND. - BENEFICIARIES AND REQUIREMENTS: The beneficiaries will be the families, adopters or fosters of boys and girls, holders of the family book in which their birth or adoption is registered, or the families fostering a minor (lasting more than 6 months) and who meet the following requirements: The date of birth, adoption or fostering of the baby must be between December 1, 2022 and November 30, 2023. The minor must be registered in Bonrepòs i Mirambell and live with the applicant parent, adopter or foster child, who must have been registered in the municipality for 6 months, at the time of birth or at the beginning of cohabitation in the case of adoption or fostering. Have Spanish nationality or a foreign person with legal residence in Spain. Foreigners residing in Bonrepòs i Mirambell may benefit from this benefit as long as they meet the conditions of Organic Law 4/2000, on the Rights and Freedoms of Foreigners in Spain, and the requirements established in this regulation. In the case of the parents and adopters who are registered in the family book or who foster the baby, it will be the applicant who will have the status of beneficiary, and the parent, adopter or foster person must sign the authorization for said request as a member of the family unit. There can only be one application per family unit. In the case of shared custody, both parents will be 50% beneficiaries of the subsidy, with both parties having to sign both the subsidy application and receipt of it. If only one parent or adopter appears in the family book, or in the foster care resolution, he/she will be the only beneficiary. The status of beneficiary will be the parent or adopter holder of the family book who lives with the minors who are the reason for this aid, both in cases of annulment, separation, divorce or in cases in which the minors are exclusively in the care of the applicant. This circumstance must be documented by means of a judgment or demand for separation, divorce, annulment, regulatory agreement or other official documents. In the case of shared custody, one of the parents must expressly waive the request for aid for the benefit of the other parent. These circumstances must be documented through a lawsuit or resolution of separation or divorce, or civil measures in relation to extramarital children. Not be subject to any of the circumstances provided for in article 13 of the reiterated General Law of Subsidies, required to have the status of beneficiary of the subsidy. In no case may parents who are deprived in whole or in part of the parental authority of their children or whose guardianship has been assumed by a public institution be beneficiaries. THIRD. - ELIGIBLE EXPENSES: Eligible expenses are those that meet each and every one of the following requirements: Expenses aimed at satisfying the child's first needs or other family needs, except tobacco, alcoholic beverages, lotteries, games of chance, hospitality and fuel. Expenses incurred within the maximum period established in the granting resolution, which will correspond to the expiration date of the card, which may be a maximum of four months.
