Considering that on July 22, 2021, a collaboration agreement was signed between the Santa Cecília Musical Union and the Alqueria de la Comtessa City Council. Considering that in the eighth clause of the aforementioned agreement it was established that "The City Council will allocate the maximum amount of €3,600 annually for AID TO STUDENTS enrolled in the music school of L'Alqueria de la Comtessa. The bases for the granting of aid will be established by the City Council during the first semester of the year. The aid will be granted nominally to each of the students." Considering the The interest that the Municipality has in approving the call and the bases for municipal aid to students who have studied at the Alqueria de la Comtessa music school during the 2022/2023 academic year to promote and stimulate the development of musical activity through enrollment and study at the L'Alqueria de la Comtessa music school. Considering what has been set out above, it is proposed to the Local Government Board to adopt the next AGREEMENT: FIRST.- Approve the call and the bases that regulate municipal aid for students who have studied at the music school of l'Alqueria de la Comtess during the 2022/2023 academic year: BASES FOR THE GRANTING BY THE CITY COUNCIL OF L’ALQUERIA DE LA COMTESSA OF FINANCIAL AID FOR STUDENTS WHO HAVE COMPLETED STUDIES AT THE L’ALQUERIA DE LA COMTESSA MUSIC SCHOOL FIRST.- DEFINITION AND PURPOSE OF THE AID. These rules will be applicable to requests for financial aid made by students pursuing in-person studies at the L'Alqueria de la Comtessa Music School during the 2022-2023 school year. These bases establish the system for granting the aforementioned aid, all of this, in accordance with the budgetary allocations of the Expenditure Budget of the City Council of L'Alqueria de la Comtessa for each fiscal year. The purpose of the aid provided for in these Rules is to promote and stimulate the development of musical activity through enrollment and study at the L'Alqueria de la Comtessa Music School. SECOND.- CONCESSION REGIME AND MARC *NORMATIU. These aids are granted directly, in application of what is provided for in article 22.2.c) in relation to sections 2 and 3 of article 28 of Law 38/2003, of November 17, general on subsidies, for reasons of economic, social and humanitarian interest, until the budget item is exhausted. THIRD.- REQUIREMENTS TO APPLY FOR AID To be able to apply for these aids, the following requirements must be met: The following will be entitled to receive the aid: Father or mother or legal guardian of the student or student of legal age at the L'Alqueria de la Comtessa Music School and who has completed the full course; This requirement must be verified by the school secretary. Be up to date with the payment of any obligation contracted with the City Council of L'Alqueria de la Comtessa; Both the beneficiary student and his/her father, mother and/or guardians must be up to date with payment at the end of the application submission period. Not be subject to any of the circumstances indicated in art. 13 of Law 38/2003, of November 17, General Subsidies. In particular, you cannot have monthly fees pending payment for the music school service. Not be a beneficiary of other financial aid for the same purpose and academic year that may be received by other public or private entities and/or persons, such as scholarships called by the Ministry of Education, Culture and Sports for non-university mandatory studies for professional artistic education or those called by the public administration. The lack of any of these requirements will mean automatic loss of the right to receive aid. QUART.- FORMAL REQUIREMENTS. DOCUMENTATION AND SUBMISSION DEADLINE Applications, accompanied by the required documentation, may be submitted in person at the Town Hall of l'Alqueria de la Comtessa or electronically through the Town Hall's Electronic Headquarters, without prejudice to the other means of presentation established in article 16 of Law 39/2015 on the Common Administrative Procedure of the Administrations.
