Official description of the call

First. Beneficiaries: City councils and entities with a territorial scope lower than the municipal level of the province of Alicante with less than 2,000 inhabitants, as well as Consortiums and Associations made up exclusively of City Councils whose arithmetic average of the number of inhabitants of the municipalities that comprise them is less than 2,000 inhabitants. Second. Purpose: The purpose of these Rules is to regulate the procedure under an ordinary competitive competition regime for the granting, during the financial year 2024, of up to six subsidies in kind - not monetary - intended to finance the updating/rectification of the Inventories of goods and rights that make up the municipal assets to City Councils and Entities with a territorial scope lower than the municipal area of the province of Alicante with a population of less than 2,000 inhabitants, as well as to Consortiums and Associations. made up exclusively of City Councils whose arithmetic mean of the number of inhabitants of the municipalities that comprise them is less than 2,000 inhabitants. The updating/rectification of the inventory will be carried out in accordance with the criteria established in the “Manual for carrying out the Inventory and Valuation field work” prepared within the scope of action of Action 7. Asset Management, of the Moderniza 7.0 Plan of the Alicante Provincial Council. Third. Regulatory bases: General Subsidies Ordinance of the Excma. Provincial Council of Alicante (published in BOP number 118, of May 27, 2005) and Specific Rules included in the call that can be consulted on the electronic headquarters of its website (http://sede.diputacionalicante.es/). Room. Amount: The effectiveness of this Call for advance processing and competitive competition, for which an estimated global financial allocation of €46,800.00 is expected, is subject to the entry into force of the 2024 Provincial Budget, in accordance with the provisions of art. 56 of Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of November 17, General Subsidies. The credit initially included in the 2024 budget may undergo upward variations, setting the maximum additional amount at 23,400.00 euros, which would expand the number of entities benefiting from the subsidy to 3, always in accordance with the selection criteria established in Base Six. The application of this maximum additional amount to the concession would not require a new call, in accordance with the provisions of art. 58.2 of the aforementioned Regulations of the General Law of Subsidies. Likewise, in the 2024 budget, monetary redistributions may be made between the credits allocated to the applications corresponding to this line of subsidy in kind, as long as, in said 2024 Budget, they are linked to the economic classification at the article level. Fifth. Deadline for submitting applications: In compliance with the provisions of article 17 of the LGS, the deadline for submitting applications will be 1 month from the day following the publication of the extract of the call in the BOP through the National Subsidies Database, once the text of the call and the information required for its publication have been submitted to it. Sixth. Other requirements: To be beneficiaries of the actions of this Call, entities must meet the following requirements: Be adhered to Action 7. Asset Management of the Modernization Plan 7.0 of the Provincial Council of Alicante. That the official population figure is less than 2,000 inhabitants. That on the date of submission of the application the Entity is up to date with the fulfillment of its obligations notified prior to December 31 of the immediately preceding financial year, with respect to the Provincial Council of Alicante, derived from any public law income. Not be subject to any of the circumstances that prevent having the status of beneficiary indicated in article 13 of the General Law of Subsidies. That the Inventory of Assets and Rights has been approved by the Plenary Session of the Corporation, and in the case of entities other than the municipality by an equivalent body, within the last eight years -2016 to 2023- and in any case before the end date of the application submission period.
