* In accordance with the provisions of articles 17.3.b and 20.8.a of * Law 38/2003, of November 17, General Subsidies, the * extract of the call is published, the full text of which can be consulted in the * National Subsidies Database * (http://www.pap.minhap.gob.es/bdnstrans/es/index) * * First: Beneficiaries * * In accordance With what is established in the Regulatory Bases, the Island Councils and/or the * public law entities, dependent or linked to them, * that hire unemployed workers under the * contractual modality of a training contract to obtain the * professional practice, which must be signed in accordance with the * applicable regulations, may be * entities that benefit from the subsidy. * * Second. Purpose * * Approve the expenditure for EIGHTEEN MILLION THREE HUNDRED EIGHTEEN THOUSAND * NINE HUNDRED SEVENTY-SIX EUROS (€18,318,976.00) whose financing * will be provided by the credit entered in the budget application * 2023 5001 241H 460.04.00, PILA 504G1459 – FSE+ CANARY ISLANDS PROGRAM 2021-* 2027. * Approve the call under the NOE Program, for the year * 2023, in accordance with the regulatory bases for the granting of * subsidies intended to encourage the "New Employment Opportunities - NOE" Program, approved by Order No. 148/2023, dated May 26, 2023 (BOC no. 111 of 06/09/2023), which may be * co-financed by the European Social Fund Plus within the scope of the new * multiannual financial framework for the period 2021-2027 (ESF+) – in accordance with the ESF+ Program Autonomous Community of the Canary Islands * CCI2021ES05SFPR009, approved by the Implementing Decision of the * Commission of 12/19/2022. * * The purpose of the call is the granting of subsidies, charged to * the financial year 2023, intended for the hiring of * unemployed people, in the form of a training contract to obtain * professional practice, preferably a first job. * * Call, through the EMERGENCY PROCEDURE in accordance with the provisions of * article 33.1 of Law 39/2015, of October 1, on the Common * Administrative Procedure of Public Administrations, the subsidies * intended for the financing of the "NEW EMPLOYMENT OPPORTUNITIES" (NOE) program, corresponding to the year 2023, in * competitive concurrence and in the terms established in the Regulatory Bases of the * Program and in this Resolution. * * Third. Regulatory bases. * * For what is not contained in the Regulatory Bases, the provisions * of the basic precepts contained in Law 38/2003, of November 17, General of Subsidies, will apply; in its development regulations, * approved by Royal Decree 887/2006, of July 21; in Decree * 36/2009, of March 31, which establishes the general regime of * subsidies of the Autonomous Community of the Canary Islands, modified by * Decree 5/2015, of January 30, and 151/2022, of June 23, as well as in * Law 11/2006, of December 11, of the Canarian Public Treasury. * * Likewise, the provisions of Regulation (EU) * 2021/1060 of the European Parliament and of the Council of June 24, 2021 will apply; * Regulation (EU) 2021/1057 of the European Parliament and of the Council of 24 * June 2021; Regulation (EU, Euratom) 2018/1046 of the * European Parliament and of the Council, of July 18, 2018 and, in general, * any rule issued in the development of the ESF+ Canary Islands Program * 2021-2027. * * Room. Amount. * The subsidies provided for in this call will be financed * from the credit entered in the following application of the State of * Expenses of the Budget of the Canary Islands Employment Service: Application 2023 * 5001 241H 460.04.00, PILA 504G1459 – FUND 4150008, FSE+ PROGRAM * CANARY ISLANDS 2021-2027, by an amount of EIGHTEEN MILLION THREE HUNDRED * EIGHTEEN THOUSAND NINE HUNDRED AND SEVENTY-SIX EUROS (€18,318,976.00). * * The projects subsidized under this program may be * co-financed by the European Social Fund Plus – ESF+, within the scope of the * new multiannual financial framework for the period 2021-2027 established * by Regulation (EU) 2021/1057, of the European Parliament and of the Council, * of June 24, 2021, as well as by Regulation (EU) 2021/1060, of the * Parliament and of the Council of 24 June 2021, laying down the common provisions relating to the European Development Fund
