Hiring predoctoral research staff in training linked to Knowledge Generation projects, 2022 call awarded to the University of Las Palmas de Gran Canaria

Official description of the call

I BACKGROUND First.- The Ministry of Science and Innovation on December 30, 2022 calls for early processing for the year 2022 of the procedure for granting aid to “Knowledge Generation Projects” and actions for the training of research personnel associated with said projects, which has the purpose of financing actions aimed at the training of new doctors through the completion of a doctoral thesis associated with a research project subsidized in this call. Second.- By resolution of December 12, 2023 of the Ministry of Science and Innovation, the University of Las Palmas de Gran Canaria (hereinafter ULPGC) is the beneficiary of three projects that include the hiring of this type of personnel. The formalization of contracts for research personnel in training linked to the awarded projects is necessary to apply the funds to the three grants. The ULPGC has until March 1, 2024 to formalize these three contracts. Third.- On December 27, 2023, an EXTRACT of the Resolution of December 18, 2023 was published in the Official Gazette of the Canary Islands, by which three contracts for Predoctoral Research Personnel in Training linked to the projects granted to this University are called, for urgent processing, in the call corresponding to the year 2022 for aid to Knowledge Generation Projects and actions for the training of predoctoral research staff associated with these projects, co-financed by the European Social Fund Plus (ESF) within the framework of the State Plan for Scientific, Technical and Innovation Research 2021-2023. Fourth.- In the fifth point of said call, it is specified that the period for submitting applications will begin with the publication of the call in the Official Gazette of the Canary Islands and will end within a period of 10 business days, counted from the day following publication. Fifth.- By resolution of the Rector, dated December 20, 2023, the period of closure of university facilities between December 25 and 31, 2023 is resolved, which means that said call is not disseminated on the website of the Vice-Rectorate for Research and Transfer. As a consequence, at the end of the period no request to participate in said process is received. II LEGAL CONSIDERATIONS First.- The Vice-Rector for Research and Transfer is competent to issue this act, in accordance with the powers attributed to it by delegation of the Rector by virtue of the Resolution of April 5, 2021 (BOC no. 80, of April 20, 2021), by which powers are delegated to the single-person bodies of the University of Las Palmas de Gran Canary. Second.- There are reasons of public interest, both for the ULPGC and for predoctoral researchers who can benefit from an employment contract to carry out the doctoral thesis and train within a ULPGC research group, which recommend the opening of a new application submission period. Considering the proposed resolution PR/2024/71 of January 18, 2024. Pursuant to the Rector's Resolution dated April 5, 2021, which delegates powers to Single-Person Bodies of this University and establishes their substitution regime (BOC No. 80, of April 20, 2021). RESOLUTION First.- Propose the opening of a new period for submitting applications of 10 business days counted from the day following the publication of this resolution in the Official Gazette of the Canary Islands. Second.- Order the dissemination of this resolution on the website of the Vice-Rector for Research and Transfer. APPEALS/ALGMENTS Against this resolution that puts an end to the administrative procedure, you may file a contentious-administrative appeal within a period of two months from the day following its publication before the Contentious-Administrative Courts that correspond territorially based on the rules contained in article 14 of Law 29/1998, of July 13, regulating said Jurisdiction; or may optionally file an appeal for reconsideration before the Rectorate within a period of one month from the day following the aforementioned publication, under the same terms provided for in articles 123 and 124 d.
