RESOLUTION OF THE DIRECTOR OF THE CANARY INSTITUTE OF AGRI-FOOD QUALITY (ICCA), WHICH CALL FOR THE 2023 CAMPAIGN “AID FOR THE PROCESSING AND BOTTLING OF WINES WITH PROTECTED DESIGNATION OF ORIGIN (DOP) PRODUCED IN THE CANARY ISLANDS” AND, AID FOR THE “IMPROVEMENT OF COMPETITIVENESS IN THE FOREIGN MARKETING OF WINES WITH PROTECTED DESIGNATION OF ORIGIN (DOP) FROM THE CANARY ISLANDS”, ACTIONS I.6 and I.7, RESPECTIVELY, OF THE COMMUNITY PROGRAM TO SUPPORT AGRICULTURAL PRODUCTIONS FROM THE CANARY ISLANDS. Eligible activities. 1. The activity subsidized through action I.6 is the production and bottling of wine under any of the regulatory systems for wines with PDO from the Canary Islands. 2. The activity subsidized through action I.7 is the marketing in markets outside the archipelago of wine covered by a PDO of the Canary Islands, in the year 2023. Requirements of the beneficiaries and admissibility conditions. 1. Persons or entities that carry out the subsidized activity, in which the circumstances provided for in the POSEI, in the regulatory bases and in this call, may obtain beneficiary status. 2. Wineries duly registered in any of the winery registries managed by the management entities of the protected designations of origin of the Canary Islands, that are not subject to the prohibitions to be a beneficiary provided for in article 13.2.and 3 of Law 38/2003, of November 17, General of Subsidies, and that comply with the obligation to present declarations of existence of wine and must, as well as production, may benefit from these subsidies. established in Commission Delegated Regulation (EU) 2018/273, of December 11, 2017, and in Territorial Decree 86/2007, of May 8. 3. For action 1.6, it will be a requirement that the qualification of the wine and the entry in the bottling book be carried out in the year 2023. Financial record and amount of aid. 1. Financing and financial sheet. The subsidies being called are financed by the European Agricultural Guarantee Fund (EAGF) and, according to the financial sheet of the Programme, the planned actions have the following credits assigned: - Financial sheet for action I.6: community funding is 231,660 euros. If this amount is insufficient to meet all the requests, it will be prorated among all beneficiaries. - Financial sheet for action I.7: community financing is 48,265 euros. If this amount is insufficient to meet all the requests, it will be prorated among all beneficiaries. 2. Amount of aid. The amount of subsidies to be granted, under this call, will be: - Action I.6: 0.24 euros per liter of qualified and back-labeled wine during 2023, in any of the PDOs of the Canary Islands. - Action I.7: 0.70 euros per liter of wine covered by any of the PDOs of the Canary Islands, marketed in markets outside the archipelago in 2023. 3. These credits and amounts may be increased by subsequent Decisions of the European Commission. Application submission deadline. 1. Applications to benefit from this call will be submitted, through the corresponding management bodies, from January 1 to 31, 2024, both inclusive, adjusted to the standardized models accessible through the electronic headquarters of the Public Administration of the Autonomous Community of the Canary Islands: https://sede.gobiernodecanarias.org. 2. Applicants who operate in more than one DOP must submit an application for each DOP in which they operate. 3. Within the scope of each PDO, petitioners may only submit one aid application per campaign. 4. Applications submitted after the deadline will be considered for management and payment if they are received by the Administration within 25 calendar days following the end of the application submission period, in accordance with the provisions of Article 20 of Implementing Regulation (EU) No. 180/2014, of the Commission, of February 20, 2014, which establishes provisions for the application of Regulation (EU) No. 228/2013, of the European Parliament and of the Council, which establishes specific measures in the agricultural sector in favor of the outermost regions of the Union, but the aid to be granted to them will be reduced by 1% for each working day it was
