SUBSIDIES FOR SOCIAL BENEFITS FOR SITUATIONS OF SPECIAL NEED AND/OR SOCIAL EMERGENCY. FINANCIAL YEAR 2024

Official description of the call

First. Beneficiaries 1. The natural persons referred to in art. 6 of the same, for himself or for his cohabitation unit, and that in addition to meeting the requirements indicated in art. 13 of the General Subsidies Law comply with those established in section 3 of art. 6 of the call. 2. The requirements established in this article may be exonerated for exceptional causes duly justified in the social report, when required by the family intervention process, with a motivated proposal from the social worker. Likewise, in accordance with the provisions of article 13.2 of the General Subsidy Law and given the nature of the subsidy, the beneficiaries will be exempt from the requirement indicated in section e) of the aforementioned article, relating to being up to date in compliance with tax and Social Security obligations. Second. Purpose The purpose of this call is the granting of municipal financial aid aimed at alleviating or resolving situations of special need and/or social emergency, to prevent situations of social exclusion; or to promote the full social integration of people who lack their own economic resources to meet their basic needs. Third. Regulatory bases Annex to the General Subsidies Ordinance of the Oviedo City Council, the last modification of which was published in the BOPA of March 27, 2019. Fourth.- Amount The call has, for the 2024 financial year, a budget allocation of 3,000,000.00 euros charged to budget application 910.2310.480, in accordance with the following breakdown: - Social benefits of an economic nature for situations of special need and/or emergency: 1,550,000.00 euros. - Economic Benefit type 2.2.1. Energy Guarantee (art. 7 Call): 700,000.00 euros. - Oviedo Contigo Modalities 2 and 3 (Annex III Call): 750,000.00 euros, including the following categories: o 2. Oviedo Contigo Increased food/hygiene, with two modalities according to the members of the unit: ? 2.1. Oviedo with you for family units with minors in the family unit. ? 2.2. Oviedo Contigo Plus for single-parent or single-parent family units with dependent minors. or 3. Oviedo Contigo other aid to families: ? 3.1. Extraordinary school cafeteria help. ? 3.2. Extraordinary help with textbooks and/or school supplies. ? 3.3. Extraordinary help in daycare. ? 3.4. Extraordinary child feeding/hygiene help. If throughout the year it is appreciated that the amount corresponding to one of the lines is going to be insufficient to meet all the requests, the credit available in the other lines may be used to meet the requests of those people who cannot be beneficiaries due to lack of credit in the corresponding line, as long as it is estimated that said redistribution does not represent a detriment to the possible beneficiaries of the line whose credit is reduced. However, the amount available for the call may be modified, setting a maximum additional amount of 2,400,000.00 euros, in accordance with the provisions of article 58.2 section a) 4 of Royal Decree 887/2006 of July 26, which approves the Regulation of Law 38/2003, of November 17, General of Subsidies, according to the following breakdown: - Social benefits of an economic nature for situations of special need and/or emergency: 1,500,000.00 euros. - Economic Benefit type 2.2.1. Energy Guarantee: 300,000.00 euros. - Oviedo Contigo Modalities 2 and 3 (Annex III Call): 600,000.00 euros. In accordance with the provisions of art. 56 of the Regulation that develops the Subsidies Law, approved by Royal Decree 887/2006, of July 21, this is an advance processing file, so the granting of subsidies is conditional on the existence of adequate and sufficient credit at the time of the granting resolution. The maximum amounts to be granted for each concept after applying the scales that appear in Annex I of the reference call, may not exceed the maximum limits that appear in Annex II, except in exceptional cases duly motivated, or in Annex III, in the case of the Oviedo Contigo program.
