Official description of the call
First. -Beneficiaries 1. The municipalities of Cantabria may be beneficiaries of the aid regulated in this Order. 2. Entities in which any of the circumstances included in section 2 of article 12 of Law 10/2006, of July 17, on Cantabria Subsidies and article 13 of Law 38/2003, of November 17, General of Subsidies, may not obtain the status of beneficiaries. 3. The beneficiaries will allocate the full amount of the aid they receive to the payment of the corresponding eligible actions and will be subject to the obligations provided for in article 13 of Law 10/2006, on Subsidies of Cantabria, the obligations provided for in article 14 of Law 38/2003, of November 17, General of Subsidies, as well as those contained in the Royal Decree 987/2021, of November 16, and those determined in this Order. 4. Beneficiaries must maintain a separate accounting system, or a differentiated accounting code that adequately records all transactions. Likewise, they must have the accounting books, completed records and other documents in the terms required by the legislation applicable to the beneficiary, as well as invoices and other proof of expenses of equivalent probative value and the corresponding proof of payment. This set of documents constitutes the supporting document for the aid granted, guarantees its adequate reflection in the beneficiaries' accounts and must be kept for a minimum period of ten years, related to the action that is the object of aid. 5. Failure to comply with any of the obligations indicated in sections 3 and 4 may be the cause of the loss of the right to collection or the reimbursement of the aid granted according to the procedural phase in which the processing of the file is found. 6. Beneficiaries may arrange with third parties the total or partial execution of the lines of action provided for in the fifth section “Eligible actions and expenses” through the corresponding bidding procedures. Contractors and subcontractors, and in general, any ultimate beneficiary of funds from the PRTR, must comply with the European and national regulations that apply to them, and in particular, with the obligations derived from the MRR Regulation, especially in terms of climate and digital labeling, the principle of not causing significant harm, avoiding conflicts of interest, fraud, corruption, non-concurrence of double financing, compliance with regulations on State aid, communication, mandatory publication, when applicable, in the National Database of Subsidies (“BDNS”) and/or on the Public Sector Contracts Platform (“PLACSP”). 7. The status of beneficiary entity of the aid implies that the entity assumes all the rights and obligations inherent to such status, derived from the provisions of the European Union, as well as Law 10/2006, on Cantabria Subsidies, Law 38/2003, of November 17 and its implementing regulations. The beneficiary entities will be responsible for the management and execution of the projects presented. 8. The beneficiaries will guarantee the application of the gender perspective in all their actions, following the recommendations contained in the Guide for Public Administrations to incorporate the gender perspective in financeable actions within the framework of the Recovery, Transformation and Resilience Plan, published by the Ministry of Equality. Second.-. Object and purpose 1. The purpose of this order is to establish the regulatory bases and call for subsidies, to be granted under a competitive competition regime for the municipalities of the Autonomous Community of Cantabria, aimed at reinforcing connectivity at speeds of 1 Gbps, in reference public centers and for the reinforcement of the electronic communications networks of the reference public centers themselves for the year 2024. 2. The subsidies granted under this order are They are part of the Recovery, Transformation and Resilience Plan (https://planderecuperacion.gob.es/), a financing instrument oriented to the results, milestones and objectives indicated therein, which are binding for all participating public administrations.
