Official description of the call

First. Beneficiaries. All Municipalities and Minor Local Entities in the province of Alicante, with up to 20,000 inhabitants, may be beneficiaries of these subsidies. Second. Object. The purpose of this call is to promote the repair and improvement of municipally owned roads and highways that are located on non-urban land in the exercise of the powers indicated in arts. 25 and 26 of Law 7/1985 of April 2 Regulating the Bases of Local Regime, and contemplates the carrying out of establishment, reform or major repair works, including actions such as pavement reinforcements, paving, improvement of road safety, improvement of drainage, establishment of pedestrian infrastructures, provision of lighting or any other that involves an improvement in the characteristics of the road or municipal road referred to. The purpose of this call is to satisfy the needs of the inhabitants of the municipality and collaborate in economic and technical assistance and cooperation with Local Entities. The simple repair, conservation, maintenance and restoration works defined in article 232.1 b) of Law 9/2017, of November 8, on Public Sector Contracts, by which the Directives of the European Parliament and of the Council 2014/23/EU and 2014/24/EU, of February 26, 2014, are transposed into the Spanish legal system, may not be eligible for aid under this call. (hereinafter LCSP). Apart from the expenses involved in the execution of the works, the Provincial Council may subsidize, under this call, a percentage of the expenses derived from the following actions: a) The drafting or adaptation of the selected projects, along with the rest of the expenses inherent to the design (such as topography, geotechnics, environmental impact, safety and health), which the provincial technical services deem necessary to carry out, for the proper processing of the file. b) The expenses for construction management assistance and health and safety coordination that the provincial technical services deem necessary to carry out, for the proper execution of the works, must be allocated to the investment expense chapter within the economic classification of the state of expenses of the general budget of the local corporation. Third. Regulatory bases. General Subsidies Ordinance approved by the Plenary of the Excma. Provincial Council of Alicante, in session of April 14, 2005, (BOP no. 118, of May 27, 2005) and Specific Rules included in the Call. Room. Amount. - All entities that attend this call and meet the requirements established therein, will have the right to obtain a subsidy for the maximum amount established in the fourth base of the call, according to the municipal area available to them. The initial amount allocated to this Call will be ONE MILLION FIVE HUNDRED THOUSAND EUROS (€1,500,000.00), with the subsidies granted under application 34.4541.7620000 called “Subsidies to City Councils for investments in Municipal Road Conditioning” corresponding to the Provincial Budget for the year 2024, and this, without prejudice to the variations that may occur as a consequence of possible duly approved budget modifications, setting the maximum additional amount at the amount of SEVEN HUNDRED AND FIFTY THOUSAND EUROS (€750,000.00), whose application to the concession will not require a new call, in accordance with the provisions of article 58.2 of the Regulation of Law 38/2003, of November 17, General of Subsidies. In this case, the effectiveness of the additional amount will be conditional on the declaration of availability of the credit prior to the resolution of the granting of the subsidy, and the corresponding expenditure file must be processed for the amount declared available. - Local Entities that request or already enjoy any subsidy from the Provincial Council or Agency dependent on it for the same object, activity or program will not be eligible for the call. The maximum amounts of subsidies to be granted by the Provincial Council for the execution of the actions object of the call will be 100% with the limits established in the fourth base of the call.
