Official description of the call
Article 1. The purpose of this Ordinance is to structure and establish the criteria and procedure for the granting of subsidies, in the area of the Municipality of Larrabetzu, aimed at defining objectives and guaranteeing citizens, under equal conditions, access to these benefits for the promotion and development of the agricultural and livestock sector. BENEFICIARIES OF THE SUBSIDY Article 2. The self-employed and/or professionals and companies and associations that develop their business may be beneficiaries of this subsidy. activity and have their headquarters in Larrabetzu. Activities that take place outside the territorial scope of the Municipality will not be eligible for subsidies. APPLICATION PROCEDURE Article 3. For the granting of the Aid collected, the Larrabetzu City Council incorporates budget item number 414.48000 into the municipal budget for the year 2024 with a budget of 5,000.00 euros. Article 4. The application, addressed to the Mayor-President of the City Council, will be presented in the General Registry of Entries, or in one of the ways indicated in articles 16 and 66 of Law 39/2015, of October 1, on the Common Administrative Procedure. Interested parties may submit the application within a period of one month from the publication of this call in the Official Gazette of Bizkaia. The presentation can be made through an electronic office at: http://www.larrabetzu.eus/eu-ES/Izapideak/Orrialdeak/default.aspx. In order to access this subsidy, the following documentation must be presented: Standardized, completed and signed application. Report of the project subject to subsidy in which the following will be detailed: Description (objectives, resources, Deadlines,...). The project will have to be related to the primary sector Detailed budget. Certificate from the Foral Treasury stating that the subsidy applicant is up to date with the payment of their tax obligations. In the case of municipal taxes, the applicants will make a responsible declaration on this point, with the City Council giving said certificate ex officio. Certificate from the General Treasury of Social Security stating that the subsidy applicant is up to date with the payment of their social security obligations. In any case, the City Council, in addition to the aforementioned documentation, may request additional information from applicants. In the event that the documentation presented by the applicant is incomplete or does not comply with the conditions set forth in these bases, the applicant will be required to correct the same or present the necessary documents within 10 business days, and will be informed that, if not, his or her application will be considered withdrawn and will be archived, in accordance with the provisions of current regulations. CRITERIA FOR THE ALLOCATION OF SUBSIDIES Article 5 The applications presented will be examined and evaluated by the Urban Planning Commission. The same project cannot be financed through this subsidy program in more than 2 years. Assessment criteria: Originality of the project (innovative) maximum 10 points. Potential of the project (possibility of execution, jobs that can be created, business volume...) maximum 50 points: JOBS, 20 points: - 1 or 2 workers, 20 p. - three workers 15 p. - 4 or more workers microenterprise 10 p. INCOME: Up to 20 points: - Up to €12,000: 20 points - From €12,001 to €18,000: 15 p. - €18,001-24,000: 10 p. Declaration of income or income from the previous year. DEDICATION: maximum 10 points. - Exclusive activity: 10 p. - Partial Activity: 5 p. Income declaration or responsible declaration The impact on society (normalization of Basque, equality between women and men, in the environment...) maximum 40 points: Use of Basque in the project: 10 points. Promote equality between women and men: 10 points. Carrying out specific activities for the protection of the environment: 10 points. Promote ecological production: 10 points. To be a beneficiary of the subsidy, the minimum number of points to be obtained is 50 points. Eligible concepts will be subsidized with a maximum of 70% (VAT included). Expenses corresponding to material resources (equipment and raw materials) and for the contracting of masonry, plumbing and gas works will be eligible for subsidies.
