Official description of the call

First. Beneficiaries. 1. Natural or legal persons governed by private law, who are SMEs, or owners of rural properties located in the Autonomous Community of Cantabria, may benefit from the aid contemplated in this Resolution, provided that they meet the requirements of article 12 of Law 10/2006, of July 17, on Cantabria Subsidies. In the case of groups of owners of agricultural holdings, to form a group it will be required that, at least, five owners of holdings join together, without the need to establish their own legal personality, to carry out forestry activities in common. In the case of groups of natural or legal persons without personality, which is considered as a possible beneficiary according to article 10.3. of Law 10/2006, of July 17, on Cantabria Subsidies, the execution commitments assumed by each member of the group must be expressly stated, both in the application and in the granting resolution, as well as the amount of subsidy to be applied by each of them, who will also be considered beneficiaries. In any case, a representative or sole representative of the group must be appointed. 2. In accordance with the provisions of the Commission Recommendation of May 6, 2003, on the definition of micro, small and medium-sized enterprises, the legal entities benefiting from the aid must be SMEs, and, in accordance with the provisions of Commission Regulation (EU) No. 702/2014 of June 25, 2014 (OJEU No. L 193, of July 1, 2014), the beneficiaries of the aid must meet the following requirements: not be subject to a pending recovery order following a previous decision of the European Commission that has declared aid illegal and incompatible with the internal market. not be companies in crisis in accordance with the definition contained in article 2.14 of the aforementioned Regulation. 3. Likewise, tenants, usufructuaries, consortia or concessionaires of publicly or privately owned properties may benefit from this aid, provided that their validity is equal to or greater than the cutting period and complies with the provisions of Law 49/2003, of November 26, on rural leases. In the case of publicly owned properties belonging to the public forestry domain, in which a reforestation consortium has been signed, the managing Forestry Administration will issue a report regarding its validity. Second. Object. Call for aid by 2024 for actions to improve and sustainably use the mountains of Cantabria, through the competitive competition procedure. The eligible activities under this call are the following: Management plans and other forest management instruments for the forest. Phytosanitary treatments. Restoration of wooded masses destroyed by fires or other attacks or natural disasters, with species from Annex I of this Call Resolution, which occurred in the last 2 years counted from the date of completion of submission of applications. Clearing forest masses, silvicultural improvements and other cultural care of forest masses, detailed in Annex V of this Call Resolution. Third. Regulatory bases. Order MED/24/2017, of June 15, which establishes the regulatory bases for aid for actions to improve and sustainably use the mountains of Cantabria, published in BOC 123, of June 27, 2017, modified by Order MED/4/2022, of January 28, in BOC No. 25, of February 7, 2022. Fourth. Amount. The estimated maximum total amount for the subsidies called through this Resolution is two hundred and seventy thousand euros (€270,000). The aid will be co-financed by the EAFRD in a percentage of 53% of eligible public expenditure, in accordance with “Regulation (EC) No. 1305/2013 of the European Parliament and of the Council, of December 17”, with the remaining part being co-financed with 14.1% by the Ministry of Agriculture, Fisheries and Food and 32.9% by the Autonomous Community.
