Official description of the call
First – Beneficiary Entities: a) Non-governmental organizations for development that have been legally constituted at least five years before the publication of the extract of this call in the Official State Gazette and are registered in the Registry of the Spanish Agency for International Development Cooperation on the date of publication of the extract of this call in the Official State Gazette. b) Groups of non-governmental development organizations without legal personality, provided that each of their members meets the requirements for their individual participation. Second. Purpose: The purpose of this resolution is to call, on a competitive basis, public subsidies for the implementation of international cooperation projects for development. Development cooperation projects will be considered those aimed at the development of actions in the following areas: A. Development projects in a single country, consisting of a set of actions designed to achieve a specific development objective in the geographical areas and sectors prioritized in the call. B. Education projects for development and global citizenship whose objective is to promote a model of global citizenship capable of contributing to the fight against poverty and the promotion of the development of peoples, from a human rights approach, and for the promotion of fair trade. C. Projects aimed at addressing the needs of the Sahrawi Population, refugees in Tindouf (Algeria) and that are framed in the current humanitarian Strategy of the Spanish Agency for International Development Cooperation for this context. Third. Regulatory Bases: The regulatory standard for the bases for granting these subsidies is Order AUC/286/2022, of April 6, which establishes the regulatory bases for the granting of public subsidies in the field of international cooperation for development (Official State Gazette of April 8, 2022). Room. Amount: The subsidies granted in accordance with this resolution will be financed from budget application 12.302.143A.484 of the Expenditure Budget of the Spanish Agency for International Development Cooperation for the financial year 2024, whose maximum estimated amount amounts to 1,000,000 euros. Likewise, a maximum additional amount of 54,000,000 euros is set that may be applied to the granting of subsidies, without the need for a new call and provided that the requirements established in article 58 of the Regulation of the Regulation of Law 38/2003, of November 17, General of Subsidies, approved by Royal Decree 887/2006, of July 21, are met. To this end, an increase in the initial credit will be enabled prior to the granting resolution by approving the corresponding budget variations charged to budget application 12.302.143A.484, concept of “Other purposes of social interest” of the Personal Income Tax and charged to budget application 12.302.143A.485, of the concept “For activities of social interest.” of the Corporate Tax corresponding to both taxes for the year 2022. The amount requested per project may not be less than 200,000 euros in general. This amount may not be less than 100,000 euros in the case of Education for development and global citizenship projects and applications submitted by groups without legal personality. When the application is submitted by an entity that has not previously obtained financing from the Spanish Agency for International Development Cooperation as a direct beneficiary in calls for projects or agreements for non-governmental organizations for development, the minimum amount to be requested for any of the types of projects will be 50,000 euros. The maximum financeable amount per project will be 1,000,000 euros in general. Non-governmental organizations for development that have not previously obtained financing from the Spanish Agency for International Cooperation for Development as a direct beneficiary entity in calls for projects and agreements for non-governmental organizations
