Subsidies to local entities for the development of protection and adaptation actions to flood risk and environmental integration in urban centers of the Ebro Resilience Strategy within the framework of the PRTR financed by the EU

Official description of the call

Royal Decree 731/2022, of September 6, regulates the direct granting of subsidies to the autonomous communities of Aragón, La Rioja and the Foral Community of Navarra for the development of actions to adapt to the risk of flooding of existing buildings, equipment and facilities or operations in the middle section of the Ebro river and main associated tributaries within the Ebro Resilience Strategy and within the framework of the Transformation and Resilience Recovery Plan, assigning to the Community Foral de Navarra 4,000,000 euros. In application of article 6 of the aforementioned royal decree, at least 25% of the allocated budget must be allocated to carrying out the necessary works that allow the protection, environmental improvement and adaptation to the risk of flooding of the river environments of the municipalities of the territorial scope of that royal decree, as well as publicly owned buildings, facilities, infrastructure or equipment existing in the territorial scope specified in article 2 of that royal decree, for which this call for subsidies under a competitive competition regime is designed. By Resolution 322E/2023, of April 3, of the General Director of the Environment, the management plan of the subproject "Adaptation to flood risk in the middle section of the Ebro River and main associated tributaries within the Ebro Resilience Strategy in Navarra" included in Component 5 "Protection of the coastline and water resources" of the Recovery, Transformation and Resilience Plan was approved. The credit authorized to meet the commitments derived from this call is 2022,545.27 euros, through item 740004-74400-7609-452104 [PEP: E-22/000568-01]: MRR Adaptation Ebro Resilience Actions subsidy to local entities from the 2023 expenditure budget extended to 2024, or item equivalent that is enabled for this purpose in the expenditure budget for the year 2025, conditioned on the existence of adequate and sufficient credit, which will be distributed as specified in base 3 "Eligible actions" of the regulatory bases of this call for subsidies, which appear as an annex. To meet the obligations derived from this call, it is proposed to authorize the following expenses charged to the indicated items of the 2024 expense budget and the equivalent that are enabled for this purpose in the 2025 expense budgets: See complete table PRESCRIPTION EXPENSE2024 PRESCRIPTION EXPENSE2025 TOTAL 947,000.00 euros 1,075,545.27 euros 2,022,545.27 euros The file has been seen by the Delegate Intervention of the Department of Economy and Finance, as well as by the Environmental Legal Regime Section. In accordance with the foregoing, and in exercise of the powers conferred on me by Foral Decree 255/2023, of November 15, which establishes the organic structure of the Department of Rural Development and Environment, I RESOLVE: 1. Approve the call for "Subsidies to local entities for the development of protection and adaptation actions to the risk of flooding and environmental integration in urban centers of the Ebro Resilience Strategy within the framework of the Recovery, Transformation and Resilience Plan, financed by the European Union-NextGenerationEU". 2. Approve the regulatory bases for granting the subsidy, which are included in the annex to this resolution. 3. Transfer this resolution to the Climate Change Office Service of Navarra, to the Economic Affairs Bureau of the department
