DES/30/2023, of October 2, which establishes the rules and call for the selection and approval of Participatory Local Development Strategies and regulates the obligations of the Local Action Groups of the Fishing Sector 2021-27

Official description of the call

First. Beneficiaries. Organizations selected in accordance with the procedure established in the Resolution of May 16, 2022, which publishes the call for the selection of candidates for Local Action Groups in the Fishing Sector to carry out participatory local development strategies during the programming period of the European Maritime, Fisheries and Aquaculture Fund 2021-2027 in the Autonomous Community of Cantabria, will be eligible for this call, which are the following: — Group of Eastern Coastal Action of Cantabria, aspiring to establish itself as a Local Action Group of the Fishing Sector for the eastern zone, which includes the municipalities of Colindres, Santoña, Laredo and Castro Urdiales. — Saja Nansa Rural Development Association, aspiring to become a Local Action Group of the Fishing Sector for the western zone, which includes the municipalities of Suances, Comillas, Val de San Vicente and San Vicente de la Barquera. Second. Object. The purpose of the Order is: a) Establish the rules and call for the selection and approval of Participatory Local Development Strategies, in matters of fishing, under a competitive competition regime. The aforementioned Strategies will be presented by the candidate organizations to become Local Action Groups of the Fisheries Sector (FLAG) and b) Define and establish the characteristics and obligations of the Local Action Groups of the Fisheries Sector (FLAG) as a consequence of the approval of their strategies. Third. Regulatory bases. Order DES/30/2023, of October 2, which establishes the rules and call for the selection and approval of Participatory Local Development Strategies (EDLP) and regulates the obligations of the Local Action Groups of the Fisheries Sector (GALP) for Cantabria, in accordance with the European Maritime, Fisheries and Aquaculture Fund (FEMPA) for the period 2021-2027 (BOC no. 195, October 10, 2023). Room. Amount. The aid established in the order, provided for with a maximum financial allocation according to the financial table approved for the FEMPA period, amounts to €4,500,000. This budget is planned for the application of participatory local development strategies. The aid will be co-financed by FEMPA and the Autonomous Community of Cantabria. The financing will be carried out under budget applications 05.05.415A.482.01 and 05.05.415A.781 or equivalents established in the budgets from 2024 to 2029. The expense will be conditional on the existence of adequate and sufficient credit at the time of the acquisition of its commitment. Fifth. Application submission deadline. 1. The selected entities may present EDLP proposals for their fishing area within a period of three months from the day following the publication of the extract of this call in the Official Gazette of Cantabria. 2. Documentation to be presented with the strategy or request: a) Documentation that accredits the representation of the person acting on behalf of the association. b) Plenary agreements of the different local public entities that support the local action group or that wish to be partners, if they are new compared to the previous period. c) Authorization to the General Directorate of Fisheries and Food to collect electronically the certificates from the State Tax Administration Agency (A.E.A.T), the Autonomous Community of Cantabria and the General Treasury of Social Security that allow checking whether the applicant is up to date in compliance with its tax obligations with the State Public Treasury, with the Autonomous Community of Cantabria and with Social Security. In the event that the applicant does not expressly state that they grant such authorization, they must present the appropriate certificates along with their subsidy application. d) Responsible declaration of not incurring any of the prohibitions to obtain the status of beneficiary and collaborating entity, established in sections 2 and 3 of article 12 of the Cantabria Law 10/2006, of July 17, on Cantabria Subsidies. e) Sworn declaration of the interested party regarding other aid granted or requested for the same purpose from any administration or public or private entity, national, European Union or international organizations.
