Official description of the call
The Picanya City Council, within its strategy to promote measures to enable access and enjoyment of housing as well as within the framework of the powers established in Law 7/1985, of April 2, regulating the bases of local regime, which in its article 25.2 indicates the conservation and rehabilitation of buildings, considers it appropriate to articulate aid for different actions to eliminate architectural barriers. In this context, this subsidy is granted to promote the enjoyment of decent and adequate housing in conditions of correct accessibility. FIRST. OBJECT. The purpose of the call is to articulate aid for the elimination of architectural barriers in buildings in the town of Picanya. The aim is to modernize the building stock throughout the population, improving the functionality of the oldest buildings and improving their accessibility. Guarantee accessibility in buildings, both for people with reduced mobility and for older people, improving, by eliminating architectural barriers, the personal development of all of them. Adjust existing buildings to current regulations, HD-91 and Elimination of Architectural Barriers. The financing of the aid regulated in these bases will be charged to budgetary application 1523 780 of the Picanya City Council budget for the year 2024, for a maximum amount of 50,000 euros. However, if there is more demand for a subsidy, the item may be modified upwards. SECOND. REQUIREMENTS OF BUILDINGS AND ACTIONS. 1. The buildings that benefit from this aid program will meet the following requirements: a. These are buildings of collective residential typology, therefore excluding single-family homes, which are located in the municipality of Picanya. b. Be completed before 1995. c. That at least 70% of its built surface above ground has residential use for housing. d. That at least 70% of the homes constitute the habitual residence of their owners or users. 2. Exceptionally, buildings will be admitted to this program that, without meeting the previous conditions, are inhabited by a percentage of no less than 50% of people over 65 years of age or include a person with a recognized degree of disability equal to or greater than 65%. 3. The object of this subsidy will be the elimination of architectural barriers, including from the entrance in the patio to the people's home. THIRD. SUBSIDIZED ACTIONS. Eligible actions in terms of accessibility (elimination of architectural barriers) will be considered those that adapt buildings and access to homes to current regulations. In particular: a. The installation of elevators, stairlifts, or other accessibility devices, including those adapted to the needs of people with sensory disabilities, including lowering the elevator to “zero level.” b. The installation of information or warning elements, such as light or sound signals that allow guidance in the use of stairs and elevators. All of the above eligible actions may include, for the purposes of determining the total cost of the works, fees of the professionals involved, costs of drafting the projects, technical reports and necessary certificates, expenses derived from administrative processing, and other similar general expenses, provided that all of them are duly justified. No taxes, fees or taxes will be included. QUARTER. SPECIAL CONDITIONS OF THE ACTIONS SUBJECT OF THE AID. 1. To obtain aid, the following are required: a. The building must have the corresponding Building Evaluation report, with the content determined on this topic by the corresponding Department, filled out and signed by the competent technical person. b. The actions must have the agreement of the community of owners. They must have a minimum of eight homes, or exceptionally less when people with reduced mobility and/or people over 65 years of age live in the property. c. Have the corresponding works license or presentation of a responsible declaration before the Picanya City Council 2 The period to execute the eligible works may not exceed 18 months, counted from the date that appears on the certificate.
