Official description of the call

First. Beneficiaries. 1. Local entities that are owners of forests located in any of the municipalities that, according to Order HAC/16/2023, of October 16, have the status of rural area of ​​Cantabria with demographic challenge, listed in Annex I of the Order, may obtain the status of beneficiaries, provided that the general requirements of article 12 of Law 10/2006, of July 17, on Cantabria Subsidies, are met. 2. The obligations of the beneficiaries will be those established in article 13 of Law 10/2006, of July 17, on Cantabria Subsidies. 3. In addition, beneficiaries must ensure full compliance with the principle of "do no significant harm to the environment" (principle "Do No Significant Harm" - DNSH) and climate and digital labeling, in accordance with the provisions of the PRTR, in the Council Implementing Decision relating to the approval of the evaluation of Spain's recovery and resilience plan, in Regulations (EU) 2021/241 and 2020/852, as well as in Technical Guide 2021/C 58/01 on the application of the principle of “do not cause significant harm”. In the case of subcontracting part or all of the aided activity, the beneficiary must provide mechanisms to ensure that the subcontractors comply with said guarantees. 4. The beneficiary undertakes to maintain the repopulation carried out at least until the age of maturity or corresponding cutting period depending on the species used, except in the case of force majeure. Likewise, the beneficiary undertakes to carry out any necessary post-repopulation care during the first five years from its execution. Second. Object. 1. The purpose of this order is to establish the regulatory bases and approve the call for the granting of aid to local entities for reforestation actions in the mountains of Cantabria, within the framework of the Recovery, Transformation and Resilience Plan (hereinafter, PRTR). 2. The purpose of the aid is to promote primary production in the form of sustainable forest management and contribute to the socioeconomic reactivation in areas in situations of territorial vulnerability and demographic decline, by financing reforestation work in degraded areas that contribute to the achievement of the objectives of the C4I4 component of the PRTR (Component 4 "Conservation and restoration of marine and terrestrial ecosystems and their biodiversity"; Investment 4 "Sustainable Forest Management"). Third. Regulatory bases. Order DES/12/2024, of April 5, which establishes the regulatory bases and approves the call for subsidies for reforestation, within the framework of the recovery, transformation and resilience plan. Room. Amount. 1. The budget assigned to the call is €1,074,000, charged to budget application 05.06.140A.464 (Recovery and Resilience Mechanism) of the General Budgets of the Autonomous Community of Cantabria for the year 2024. 2. This call is financed by the European Recovery Fund “NextgenerationEU”, through the Mechanism of the European Union Recovery and Resilience established in Council Regulation (EU) 2020/2094, of December 14, 2020, establishing a European Union Recovery Instrument to support recovery after the COVID-19 crisis, and regulated according to Regulation (EU) 2021/241 of the European Parliament and of the Council, of February 12, 2021. In accordance with the provisions of the Article 37 of Royal Decree-Law 36/2020, of December 30, the financing corresponding to this aid is legally affected to finance the projects or lines of action that are integrated within the PRTR. 3. The maximum amount of aid, expressed as a percentage of the amount of the auxiliary investment, will be one hundred percent (100%), and may include, in addition to the costs of carrying out the repopulation, those derived from the corresponding Technical Report required for it. Value Added Tax (VAT) will be considered an eligible expense, except when it is susceptible to recovery or compensation by the beneficiary. The maximum total amount of the subsidy per beneficiary will be €43,000. In the event that after the evaluation of all the applications the total available credit is not reached, the amount may be increased.
