RESOLUTION approving the call for subsidies to companies for the conclusion of a training contract in alternation with paid work as an employee formalized with young people registered in the National Youth Guarantee System

Official description of the call

First.- Beneficiaries Companies that have work centers in the territorial area of ​​the Principality of Asturias, not dependent on or linked to administrations, public organizations or entities, public companies or public sector foundations, may be beneficiaries of these subsidies. Any entity, regardless of its legal form, that carries out an economic activity will be considered a company. In particular, companies will be considered entities that carry out a craft activity or other activities on an individual or family basis, as well as partnerships and associations that carry out an economic activity on a regular basis. A link between companies is considered to exist when a company participates directly or indirectly in the management, control or capital of another company in the terms that, for these purposes, are included in article 18.2 of Law 27/2014, of November 27, on Corporate Tax. To be beneficiaries of these subsidies, you cannot be subject to the exclusionary circumstances indicated in article 13 of the General Subsidy Law in addition to those indicated in base 4.2 of the regulations governing its concession. Second.- Object To approve the 2024 call for granting subsidies for the hiring, in the form of training contracts in alternation with paid work as an employee, of young unemployed people, under 30 years of age, registered in the National Youth Guarantee System, whose position and workplace are located in the Principality of Asturias. (Contracts from July 1, 2023 to June 30, 2024, both inclusive). Third.- Regulatory bases This call is processed under the Resolution of the Ministry of Industry, Employment and Economic Promotion of May 22, 2023, which approves the regulatory bases for the granting of subsidies to companies located in the Principality of Asturias for the hiring of unemployed young people registered in the National Youth Guarantee System in the form of a training contract alternating with work. paid as an employee. (BOPA No. 106 of June 5, 2023) These subsidies are compatible with the Treaty on European Union as they fall under the exemption regime established in Articles 32 and 33 of Commission Regulation (EU) No. 651/2014 of June 17, 2014, declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty. By Resolution of July 5, 2023 of the Ministry of Industry, Employment and Economic Promotion, (BOPA No. 139 of July 20, 2023), the application of Regulation (EU) No. 651/2014 is extended until December 31, 2026, to the regulatory bases for subsidies in the field of competence of the Public Employment Service of the Principality of Asturias. These regulatory bases have been communicated and duly registered in the Directorate General for Competition of the European Commission, having been assigned the SA number. 109371. Fourth.- Budget The call for these subsidies has adequate and sufficient funding in the amount of €350,000 (THREE HUNDRED AND FIFTY THOUSAND EUROS), to be financed from budget item 85.01.322A.471.002 and the budget structure project PEP 2024/000338 distributed in the following annual expenditures: SUBCONCEPT,,PEP,,2024,,2025,,TOTAL 471,002,,2024/000338,,€245,000.00,,€105,000.00,,€350,000.00 Fifth.- Submission Deadline The deadline for submitting applications for contracts formalized up to the date of publication of the extract hereof call in the BOPA will be one month. For contracts signed since their publication in the BOPA and until June 30, 2024, the period will be one month from the formalization of the contract. Sixth.- Amount of the subsidy The amount of the subsidy will be determined by the initial duration of the contract for which the subsidy is requested, which will be at least three months and full-time: The amount of the subsidy may reach €1,250 when the initial contract is formalized for three months. The maximum amount that is subsidized is €5,000 for an initial twelve-month contract. Contracts that are concluded between three and twelve months will receive an amount proportional to the amounts detailed above. They are not subsidized against
