Official description of the call
First. Beneficiaries Entities, Associations, Groups, Clubs, Institutions, and in general, all non-profit Natural or Legal Persons whose registered office and activities take place within the Municipality and fall within one of the strategic lines defined above may be considered beneficiaries of these subsidies. Those Associations or Entities of a political, labor, union or religious nature that have their own financing or that of another public Administration will not be eligible for a municipal subsidy. Second. Purpose The purpose of the subsidy is to promote some of the initiatives established in article 7 of the Strategic Subsidy Plan and which are specified in one of the following strategic lines: ― Strategic Line 1: SOCIAL ACTION Strategic objective: promote non-profit social initiative and enhance citizen participation to achieve greater effectiveness and efficiency in the development of municipal powers in this area. Specific objectives: 1.1. Promote non-profit social initiative, strengthening coordinated network action with entities and active social participation. 1.2. Collaborate in the execution of programs referring to sectors such as women, older people and young people, drug addiction and alcoholism, mentally disabled people, ethnic minorities and, in general, disadvantaged groups such as immigrants in poverty, people subject to gender violence, unemployed, etc. 1.3. Promote the coordination and complementarity of actions and offer of services carried out in the different sectors by the City Council or other public or private entities. 1.4. Obtain the greatest possible rationality in the set of efforts in the field of social action.1.5. Determine annually and include in the bases of the different calls and in the agreements that are signed the contents or areas of intervention whose projects are considered priorities according to the appreciated social needs. 1.6. Develop effective coordination mechanisms with other areas of municipal management related to the management of these contents. ― Strategic Line 2: DEVELOPMENT COOPERATIONStrategic objective: Cooperate in the development of the most disadvantaged peoples, promoting initiatives that help increase the sensitivity of citizens and contribute to improving their living conditions through financial aid for solidarity and local development projects. Specific objectives:1.1. Contribute to the execution of actions that contribute to the satisfaction of the basic needs of the most disadvantaged or developing countries and areas.1.2. Support initiatives that promote awareness and education for development in our environment.1.3. Address emergency situations through humanitarian aid actions.1.4. Support local NGDOs in their initiatives and cooperation projects as a contribution to impoverished countries and as a reinforcement of the local associative fabric in matters of Development Cooperation.1.5. Promote co-development and fair trade actions in the population of Rioja. ― Strategic Line 3: PROMOTION OF ASSOCIATIONAL ACTIVITY AND CITIZEN PARTICIPATION Strategic objective: to promote the participation of residents in activities that promote, complement or develop municipal actions of an educational, cultural, sports, equality, etc. nature, in response to the needs of the residents of Rioja: as well as promote the development of population associations, facilitating their progressive consolidation and the participation of residents in them. Specific objectives:1.1. Support the maintenance and operation of neighborhood associations for the representation and defense of general or sectoral interests, considering the important role they play as a channel for citizen participation. 1.2. Strengthen the associative movement in its different areas of culture, sports, youth, education, or any other form of sectoral activity, as a form of citizen participation. 1.3. Facilitate the development of projects promoted by neighborhood associations that involve participation and have a complementary nature with respect to municipal powers and objectives. 1.4.
