Official description of the call
Article 1. Definition of the object of the subsidy. The purpose of this call is to regulate subsidies under a competitive competition regime for transport to university students, students of intermediate and higher level training cycles, artistic baccalaureate and students who have accredited status as high-performance athletes registered in L'Alcúdia who carry out their in-person studies outside the municipality. With the objective, on the one hand, of promoting the autonomy of youth, as indicated in article 35.1.e) of Law 15/2017, of November 10, on comprehensive youth policies and, on the other hand, to financially help students and their families with the expenses of traveling to educational centers located outside the municipality. Article 2. Beneficiaries and recipients. Beneficiaries and recipients. Students registered in L'Alcúdia who carry out university studies, intermediate and higher level training cycles, artistic baccalaureate and students who have accredited the status of high-performance athlete, who during the 2023/2024 academic year take in-person studies at any university or official educational center may apply for these aid. Those who are carrying out studies corresponding to the third cycle or doctorate, specialization studies or postgraduate studies, such as a master's degree, are excluded. The essential requirements to be able to access the aid will be: 1. That the applicant is up to date with the payment of tax and Social Security obligations. As well as not being a debtor to the Municipal Treasury. 2. That the applicant is not disqualified by the City Council or any other public administration from accessing new aid. 3. That the applicant is not in the process of resolving any disqualification file to access this aid. 4. That the applicant does not incur any of the circumstances indicated in article 13.2 of Law 38/2003, of November 17, General Subsidies. 5. Those who are in possession of or meet the legal requirements for the issuance of a bachelor's degree, engineer, architect or university degree may not benefit. Yes, graduates who are enrolled in face-to-face studies at any university or center may benefit to pursue higher degree or degree studies. 6. University students must be enrolled in at least 30 credits annually, except for those students who justify that they have less than 30 credits left to complete their studies. 7. Students must be registered in L'Alcúdia before September 1, 2023. This requirement will be verified ex officio by the City Council. Article 3. Eligible objects. The aid is for expenses incurred due to traveling both in public and private transport for university studies, higher and intermediate level training cycles and artistic baccalaureate, and students who have accredited the status of high performance athlete, who during the 2023/2024 academic year take in-person studies at any university or educational center carried out outside the town of L'Alcúdia. Excluded are those who are carrying out studies corresponding to the third cycle or doctorate, specialization studies or postgraduate studies, for example a master's degree. The expenses will be justified by invoices, purchase receipts or similar, nominative credits, to the carrier among other supporting documents made in the period of time from September 1, 2023 to the end date of the submission of applications, or until June 30, 2024 if the justified amount is less than the recognized subsidy, and that are related to travel to the study center. Article 4. Regulatory Bases and applicable regulations The Regulatory Bases for the granting of aid were approved by the Plenary Session of the City Council of L'Alcúdia on October 31, 2017 published in the BOP of Valencia no. 19 of January 26, 2018, and modified by the plenary agreement of November 24, 2020, the modification of the ordinance published in the BOP of Valencia no. 27 of February 10, 2021. They will be applied in everything that does not contradict the General Municipal Ordinance of subsidies and prizes of L'Alcúdia approved by the Plenary Session on February 22, 2021.
