Official description of the call

First. Regulatory bases. -General ordinance regulating the granting of subsidies by the Zumaia City Council and its Autonomous Bodies (Official Gazette of Gipuzkoa no. 151, of August 11, 2020). - Regulatory bases for the granting of subsidies for development cooperation. (Official Gazette of Gipuzkoa no. 177, of September 16, 2020). - Strategic Subsidy Plan of the Zumaia City Council for the period 2024-2027. (Official Gazette of Gipuzkoa no. 243, of December 20, 2023). Second. Budget allocation The subsidies to be granted through this call will be charged to the following budget item: 1 0500.481.231.81.01.2024 (289). A maximum of €119,662.16 will be allocated for the aforementioned subsidies, which will be distributed among the 4 modalities, as long as they comply with the provisions of the specific bases. Third. Form and terms of payment. A single payment will be made as an advance, by bank transfer to an account owned by the beneficiary entity. Fourth: Deadline and form of submission of applications. Applications must be submitted electronically at the electronic headquarters of the Zumaia City Council (www.zumaia.eus). The deadline for submitting applications will be determined in each modality. MODALITY 1: For humanitarian action projects specialized in emergency situations. First. Beneficiaries. Non-Governmental Organizations with delegation in the C.A.V. Second.Object. Humanitarian action will be understood as non-discriminatory actions in favor of populations, particularly the most vulnerable in developing countries. It is aimed at extreme situations caused by natural disasters or conflicts of human origin and its basic objective is to attend to the basic and immediate needs of the affected people and communities. Third. Amount. The amount eligible for modality 1 may not exceed 5% of the total budget of the International Cooperation budget item. If the amount allocated for this modality is not exhausted, it may be used in the following modalities. Room. Application submission deadline. The application submission period will remain open during the year from the announcement of the call in the Official Gazette of Gipuzkoa. If the last day of the period is a Saturday or holiday, it will be extended until the next business day. MODALITY 2: Aimed at Non-Governmental Organizations with registered office in Zumaia. Subsidies for programs aimed at improving the social, economic and cultural conditions of the population in developing countries. First. Beneficiaries. Non-Governmental Organizations with registered office in Zumaia Segundo.Object. The object of these rules is the regulation of access and granting of financial aid for the organization and development of cooperation programs with non-governmental organizations that have their registered office in Zumaia. Third. Amount. The amount to be subsidized for each project may not be greater than €20,000 nor exceed 80% of its total budget. Even so, the Social Services Commission, on an exceptional basis, will study applications that request a higher subsidy amount. After studying these exceptional requests and provided there is a budget, there would be the possibility of approving a larger amount. If the amount allocated for this modality is not exhausted, it may be used in the following modalities. Room. Application submission deadline. The deadline for submitting applications will be one month from the day following the publication of the call announcement in the Official Gazette of Gipuzkoa. If the last day of the period is a Saturday or holiday, it will be extended until the next business day. MODALITY 3: Aimed at Non-Governmental Organizations with registered offices in the municipalities of Urola Costa (Azkoitia, Azpeitia, Zestoa, Aizarnazabal, Getaria, Zarautz, Orio and Aia). Subsidies for programs aimed at improving the social, economic and cultural conditions of the population in developing countries. First. Beneficiaries.
