TARRAGONA PROVINCE COUNCIL Area of Concertation and Municipal Assistance The Governing Board of the Tarragona Provincial Council in session on May 7, 2024, has approved the following call: First. Specific requirements The forestry defense groups (ADF) of Camp de Tarragona, Terres de l'Ebre and Baix Penedès may be beneficiaries of this aid; The population of the municipality where the action takes place must be up to 20,000 inhabitants. Regarding the calculation of the population of the municipality, it is carried out according to the population data of the last approved census (population data: Font INE). Beneficiaries of subsidies who must carry out forestry work, eligible actions of types 1, 3 and 4, must request permission from the Department of Climate Action, Food and Rural Agenda or the competent body, before starting forestry work. Regarding eligible actions that are located in protected environments and natural parks, it is necessary to comply with point 2 d) of article 29 of Law 12/1985, of June 13, on natural spaces. Therefore, before carrying out the actions, it is necessary to request authorization from the corresponding body. Regarding the eligible actions of Type 6: The IOFs, as well as the reviews, of forest land with a surface area of municipal ownership, must be drafted in accordance with current regulations and the instructions issued by the Forest Management Service of the Department of Climate Action, Food and Rural Agenda of the Generalitat of Catalonia. The areas subject to the request must be forest land, in accordance with the definition contained in Law 6/1988, of March 30, forestry of Catalonia. The planning and reviews of the IOFs must comply with Order ARP/122/2017, of June 13, which regulates forest management instruments. In the case of PTGMFc with participation in municipal forest area of more than one municipality, only a single application can be submitted referring to the area to be managed. These aids are compatible and can complement the aid requested from the Generalitat of Catalonia corresponding to the drafting and review of forest management instruments (IOF) based on the call Resolution ARP/1411/2020, of June 10, which calls for aid for sustainable forest management for publicly owned farms for the year 2020 for the drafting and review of forest management instruments or calls. later. Regarding the eligible actions of type 8: The carrying out of inventories of forest property can be of the entire forest of the municipal area or of one or several forest management units delimited by a compact and continuous area, within an area with risk or vulnerability to forest fires. It must contain a complete technical analysis of the forest properties: cadastral reference, total area and forest use, roads and road network, agroforestry management infrastructure, vulnerable elements, etc. Second. Object and purpose The purpose of this call is to regulate the granting of subsidies aimed at financing local forest fire prevention actions for Forest Defense groups, ADF. They are directed as a priority to the financing of forest fire prevention actions in the forest-urban interface areas, and to the improvement of infrastructure, within the framework of the actions provided for in Decree 64/1995, of March 7, on forest fire prevention measures, Law 5/2003, of April 22, modified by Law 2/2014, of January 28, as well as the Decree 123/2005, of June 14, on measures to prevent forest fires in urbanizations, population centers, buildings and facilities located on forest lands without immediate continuity with the urban fabric. This call is integrated into the Strategic Subsidy Plan of the Provincial Council of Tarragona and its autonomous bodies 2427 and contributes to achieving the objectives of mitigation and adaptation to climate change by preventing large forest fires and protecting inhabited areas from fires.
