Official description of the call
Extract from the Agreement of the Governing Board of the Excma. Provincial Council of Alicante, in an ordinary session held on May 8, 2024, issued by virtue of the powers delegated to it by Resolution of the Ilmo. Mr. President no. 3402 dated August 4, 2023 (BOP no. 155 dated August 11, 2023), which approves the call and bases that must govern the granting of monetary subsidies in favor of municipalities for the drafting of studies for the development and implementation of Local Energy Communities, Annuity 2024. First.- Beneficiaries: The municipalities of the province of Alicante that request it. Financing of 100% of the cost of writing the studies is established, the maximum applicable amounts of which are the following: For municipalities with up to 5,000 inhabitants (considering the most current figures of the registered population according to the INE), the maximum eligible amount is established at 6,000 euros (VAT included). For municipalities with more than 5,000 inhabitants and up to 50,000 inhabitants (considering the most current figures of the registered population according to the INE), the maximum eligible amount is established at 9,000 euros (VAT included). The eligible expenses are those exclusively derived from the drafting of the Studies for the Development and Implementation of Local Energy Communities Second.- Purpose: Its objective is to regulate the procedure for the granting of subsidies during the year 2024, under a competitive competition regime, for the drafting of Studies for the Development and Implementation of Local Energy Communities promoted and/or participated in by the municipalities of the province of Alicante. Third.- Regulatory bases: General Subsidies Ordinance approved by the Plenary of the Excma. Provincial Council of Alicante (published in BOP no. 118, of May 27, 2005), Basis of Execution of the Budget of the Excma. Provincial Council in force, and specific Bases of the Call. Fourth.- Amount: The planned financial allocation amounts to the amount of 300,000 euros, which will be attributed to application 26.4252.4620100, of the budget of the Excma. Provincial Council of Alicante corresponding to the year 2024. Fifth.- Deadline for submitting applications: In compliance with the provisions of article 17 of Law 38/2008, of November 17, General Subsidies, the deadline for submitting applications will be 1 CALENDAR MONTH, counted from the month following the publication of the extract of the call in the Official Gazette of the Province. If the last day of the period is a Saturday, Sunday or holiday, it will be moved to the next business day. Sixth.- Other information: The documentation to be provided is detailed in section 2 of the Fourth Base of the Call; The application will be accompanied by: Descriptive/explanatory report of the impact/repercussion of the creation of the Local Energy Community/s at the municipal level. It will reflect how the development of the local energy community favors the achievement of the objectives of municipal planning, strategy and policy in terms of sustainability, implementation of Renewable Energy and reduction of CO2 emissions. Technical report and plan/s with the availability of municipally owned surface, and with the real possibility of locating energy generation facilities for use by local energy communities. The technical report will indicate the cadastral data, the square meters on the floor available for each reference, the owner of the proposed surface and the classification of land sufficient to admit said facilities.
