Official description of the call
1. Purpose of the call The purpose of this call is to regulate and establish the criteria and procedure for the application, processing, granting, collection and justification of the subsidies granted by the Regional Council of Alt Empordà, through the Social Welfare area, intended to finance the transportation of disabled and/or dependent people who have mobility problems so that they can access the specialized care services located in the region, or those others that allow their support. integration into the environment. Its purpose is to structure and establish the criteria and procedure for granting aid for the transportation of disabled and/or dependent people with mobility problems to local entities and administrations that provide adapted transportation services, to facilitate access to the following social services of specialized daytime care: Day center service for the elderly of a temporary or permanent nature (CD) Comprehensive care service for the elderly in rural areas (SAIAR) Day center service of temporary or permanent specialized care for people with disabilities (CAE) Services of Occupational Therapy Day Centers (STO) for people with intellectual disabilities. Occupational insertion day center service (SOI) for people with disabilities. Assimilated centers with daytime reception functions (associations or entities that provide support services to specialized social services). Social club service pre-employment service Special work centers (CET), only in the case of collective transport and that coincide on the same line towards STO, SOI and there are places available. Amount of the subsidy Taking into account the high cost of the subsidized services and to ensure maximum execution of the item, the amount and percentage of the subsidies awarded will not exceed, in any case, 60% of the cost of the subsidized application, with the limit of the budget allocation previously established. Execution period The subsidies granted under these Bases will have to be used to finance the costs of adapted transportation during the current year of the subsidy call. 2. Requirements to Apply for the Subsidy and How to Accredit Them The following may be beneficiaries of this subsidy: a) Individuals over 18 years of age with mobility problems and/or need for accompaniment, who are registered in one of the municipalities that make up the Basic Area of Social Services of the Alt Empordà Regional Council, except the municipality of Figueres, and are in any of the following situations: • Have the status of a person with a disability recognized through the certificate issued by the General Directorate of Social Protection of the Generalitat of Catalonia, which also states that it exceeds the reduced mobility scale or certifies that the application process has begun. • Have a recognized degree of dependency or prove that they have made the assessment request and have a disability certificate which also states that they exceed the reduced mobility scale or prove that they have started the application process. b) The local entities of the Basic Area of Social Services of the Alt Empordà Regional Council, which are responsible for organizing this service through collective transport of the beneficiaries established in base 4.1 to centers providing specialized social services as long as they meet the established requirements. c) Non-profit entities, centers or associations specialized in adapted transport that provide transport services for people in the Alt Empordà region, except for the municipality of Figueres. d) Applicants who fall into any of the circumstances contained in art. 13 of Law 38/2003, of November 17, General Subsidies (LGS). 3. Deadline for submitting applications and Documentation Applications will be submitted using the standardized model, available to interested parties on the website www.altemporda.org/Adapted Welfare Area/Transport, at the entrance register of the Alt Empordà Regional Council or by any of the means indicated in article 16.4 of Law 39/2015, of October 1, on administrative procedure.
